Job overview
The Clinical Lead plays a pivotal leadership role within the Integrated Care Board (ICB), deputising for the Executive Team Leader and supporting the wider management team in delivering the ICB’s strategic objectives. This is a senior position with a broad and dynamic portfolio, requiring significant expertise, operational oversight, strategic leadership, and system-wide collaboration.
The post holder takes a lead role in development, interpretation, implementation and monitoring of the service policy and strategy, interpreting and implementing national guidance and updates for area of expertise across the organisation. This involves the consideration of a number of options, and adaptations of plans to ensure delivery.
Is an expert resource in their field, analysing performance of services and programmes of work against performance targets. Measure and articulate contribution to the delivery of strategic objectives, leading on the development of strategies and business plans to drive performance.

The postholder is responsible for the staff and budget for their portfolio of services and projects. The purpose includes:
1. To act as a trusted Clinical lead for the Executive Team Leader, ensuring continuity of leadership and decision-making.
2. To lead a diverse portfolio of highly complex programmes and services, driving improvements in quality, efficiency, and outcomes.
3. To provide visible leadership across the organisation and the wider system, fostering a culture of collaboration, accountability, and innovation.
