Job overview

The Care Records Architecture Lead provides strategic technical leadership for managed care records, acting as a senior subject matter expert in systems architecture, interoperability, integration strategy and future-state design across Central East.

The role shapes and influences technical direction, defining architectural standards aligned to national guidance and advising on data sharing, connectivity, interoperability and system alignment across health, social care, VCFSE, pharmacy and neighbouring ICs.

Bringing deep expertise in solution design, clinical data models and stakeholder engagement, the post holder ensures managed care records are secure, scalable and interoperable. Working strategically, the role identifies opportunities for optimisation and innovation, provides authoritative advice to senior leaders, and ensures alignment with national standards, emerging technologies and the NHS long-term digital strategy.

Main duties of the job

The Care Records Architecture Lead plays a key technical and architectural role within Central East Integrated Care Board (ICB), taking responsibility for the design and delivery of solution architectures for managed care records within their area of work. This role is responsible for the technical design and coordination of interoperability activities within a defined area, ensuring that architecture, quality, and improvement objectives are achieved, considering options for technical solutions to deliver on requirements and any adjustments to designs that may be needed.

Communicating with a variety of stakeholders, ensuring that complex information is communicated in a way that is understood, and ensuring tact and diplomacy where this may be contentious.

Working as part of a multi-disciplinary team, the postholder provides professional and supportive leadership, subject matter expertise enabling technical delivery, and contributes to service improvement and transformation.

Qualifications

  • Educated to degree level or equivalent experience in a relevant field (e.g., digital, health, care, public services, management, or related discipline).
  • Evidence of ongoing professional development and commitment to maintaining up-to-date knowledge and skills
  • Relevant certification (e.g., TOGAF, BCS, or equivalent) or working towards
  • Significant Post Qualification Experience

Qualifications

  • Experience in managing teams or services within the NHS, public sector, or comparable complex environment

Knowledge

  • Experience and specialist expertise in systems architecture, solution design, clinical data models and data and interoperability standards.
  • Expertise in leading and coordinating digital projects or services in a multi-agency environment
  • Understanding of NHS structures, Integrated Care Systems, and current health and care priorities
  • Experience in operational planning, performance monitoring, and delivery of agreed objectives
  • Evidence of working collaboratively with a range of stakeholders, including clinicians, partner organisations, and community groups
  • Experience of mapping system landscapes and identifying solution opportunities
  • Demonstrable ability to implement service improvements and contribute to organisational change
  • Ability to manage competing priorities and maintain professionalism in a challenging environment
  • Experience supporting business case development and options appraisal
  • Experience of creating and giving presentations to a varied group of internal and external stakeholders

  • Strong communication and influencing skills, able to present information clearly to different audiences
  • Ability to build effective relationships and work collaboratively across teams and organisational boundaries
  • Ability to make sound decisions under pressure and maintain focus on delivery in a dynamic environment

  • Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
  • Ability to analyse very complex issues where material is conflicting and drawn from multiple sources.
