Job overview: The Associate Clinical Director for Clinical Leadership and Advice provides strategic and technical clinical oversight across all functions of the Integrated Care Board (ICB), ensuring that decisions are grounded in robust clinical evidence, governance, and population health priorities. This senior role acts as a key clinical advisor, offering expert input into commissioning, transformation, and operational delivery. The postholder leads on embedding clinical leadership across the system, supports multidisciplinary collaboration, and ensures that technical clinical advice informs service design, risk management, and quality improvement.

Advert: Provide leadership and direction, in line with the ICB strategic plan, for evidence-based clinical policy formation, management of individual funding requests and processes for people for whom the commissioning route for their care is not clear. Together with other Clinical Directors work to design and implement an increasing range of utilisation management techniques to enable the ICB to improve outcomes whilst maximising technical and allocative efficiency of resources. Work through clinical policy formation and implementation to ensure continuously improving outcomes, reduced inequalities, and delivering best value for money and financial sustainability at ICB and local system level. Ensure that clinical policy work and routes for individual funding requests are as easy to use as possible for people in the population and clinical staff.
