About the role: We are pleased to be recruiting a part-time SEQF Quality Improvement Support Officer for the new Connect to Work programme. Connect to Work is a 5-year programme, which forms part of the ‘Get Britain Working’ Government led Strategy. We work in collaboration with 5 other local authorities (Bedford Borough, Luton, Milton Keynes, North Northants and West Northants), to deliver the supported employment programme to residents.
It has been identified that nationally, there are 1.9 million people who would like to work, but are not participating in the labour market, often due to health, disability or other complex barriers. The funding from Connect to Work will help around 100,000 people seek and find sustainable employment each year. The programme will connect local work, health and skills support to make an important first step towards the future devolution of employment support.
This is an exciting time for Central Bedfordshire Council as we have launched the new Connect to Work (CtW) programme. The SEQF Quality Improvement Officer will play a vital role in supporting the team to embed the Supported Employment Quality Framework (SEQF) across all areas of practice. The post holder will help maintain consistent, evidence‑based delivery by coordinating quality processes, gathering fidelity evidence, and supporting continuous improvement activity.
This role involves working closely with Employment Specialists, employers, and partner services to ensure residents receive high‑quality, person‑centred supported employment that enables them to secure and sustain long‑term employment opportunities. The post holder will also carry out administrative tasks to support the Supported Employment Manager and attend regular meetings on their behalf, ensuring actions, updates, and quality requirements are accurately communicated and progressed.
Key Responsibilities
- SEQF Quality Assurance - Support the implementation and ongoing delivery of the Supported Employment Quality Framework across the Connect to Work programme.
- Fidelity Evidence Gathering - Attend observation meetings with Employment Specialists and participants to collect, review, and organise fidelity evidence.
- Continuous Improvement - Assist in identifying quality gaps, tracking improvement actions, and supporting the team to embed consistent, evidence‑based practice.
- Administrative Support - Carry out administrative tasks to support the Supported Employment Manager, including document control, scheduling, and preparation of quality materials.
- Meeting Representation - Attend regular meetings on behalf of the Supported Employment Manager, ensuring actions, updates, and quality requirements are accurately communicated and progressed.
- Evidence Management - Support to maintain organised, accurate records, evidence logs, and documentation required for SEQF compliance and BASE inspection readiness.
- Stakeholder Collaboration - Work with Employment Specialists, employers, and partner services to ensure quality standards are upheld across all supported employment activity.
- SOP & Process Support - Contribute to the development and maintenance of Standard Operating Procedures and quality processes aligned to SEQF expectations.
- Risk & Compliance - Support the creation and review of risk assessments and compliance checks to ensure safe, consistent delivery.
This post is hybrid, however the successful candidate will require a driving licence and access to their own vehicle or be able to reliably travel around Central Bedfordshire in order to attend observation meetings with Employment Specialists and CtW participants, gather fidelity evidence, and support quality assurance activity. You’ll need excellent communication and organisational skills, experience using the SEQF model or similar quality frameworks, and a passion for improving outcomes for adults with learning disabilities by ensuring services are accessible, consistent, and effective.
