As Asset, Programme & Funding Manager, you'll play a vital role in shaping and maintaining the county's highways and transport infrastructure. Your leadership will help deliver essential services that touch every community, ensuring safe, efficient, and sustainable networks for all.

About The Team / Service: You'll join the Highways, Transport & Waste Group within the Infrastructure Directorate, a team responsible for maintaining and improving Norfolk's highways and transport networks and associated infrastructure. Working alongside local stakeholders, councils, and national agencies, the team delivers thousands of highways maintenance and improvement solutions each year to help support communities, residents and businesses. Current priorities include effective asset management, maximising value for money, securing external funding, and driving innovation across highways and transport services.

Key Responsibilities:

  • Lead the Asset, Programme & Funding team to deliver strategic asset management and capital programmes.
  • Oversee the development and delivery of the circa Β£100m annual Highways Capital Programme.
  • Maximise funding opportunities and manage successful bids to support highway maintenance and improvement schemes.
  • Develop and implement asset management strategies and performance reporting.
  • Manage systems for business planning, risk, and performance to improve service delivery.
  • Foster partnerships with stakeholders, funders, and educational institutions.
  • Champion the Highways, Transport & Waste Apprenticeship programme.

Skills & Experience:

  • Chartered or Incorporated Engineer with substantial relevant construction sector experience.
  • Proven management and supervisory skills, including leading multi-disciplinary teams.
  • Strong financial management and programme delivery expertise.
  • Excellent communication, negotiation, and organisational skills.
  • Experience in highway infrastructure and construction environments (minimum 5 years).
  • Evidence of continuing professional development and a current driving licence.
