Role Purpose:

Support and administer the Azure Virtual Desktop estate, ensuring secure, performant, and highly available remote working environments.

Security Clearance Requirement

Applicants must hold active UK Security Clearance (SC)

On-Call Requirement: Willingness to provide on-call support (shared 1-in-3 rotation among team)

Key Responsibilities:

  • Work within a dedicated AVD support team with direct end-user support
  • Manage and maintain all aspects of Azure Virtual Desktop infrastructure
  • Administer host pools, images, user/application access, resource groups
  • Support and customize multi-user environments using FSLogix & NetApp (or equivalent)
  • Ensure high availability and DR across AVD components
  • On-call support responsibilities (1-in-3 rotation, supplier to coordinate coverage)
  • Ad-hoc travel to Gloucester Business Park (remote-first model)

Nice to Have:

  • Strong Azure fundamentals
  • Experience with Terraform IaC pipelines for infrastructure management

3. Supplier Responsibilities

  • Provide Fully Cleared Staff where SC is required
  • Maintain Performance Accountability for all resource output and conduct
  • Provide Monthly Performance Reports (template to be shared upon contract)
  • Actively Monitor and Manage resource engagement, delivery, and skills alignment
  • Replace Underperforming Resources at no additional cost within agreed SLAs
  • Implement a Resource Performance Measurement Mechanism that enables EDF to regularly assess and score resource performance against defined KPIs

4. Commercial Requirements

Suppliers are required to submit the following in their proposal:

  • Individual Resource Rates: Daily or monthly rate (please indicate rate model), including any on-call participation
  • Breakdown of All Costs: Any onboarding, security clearance transfer, tooling/licensing costs
  • Volume or Duration Discounts: Preferential rates for full-year commitments or multiple hires

5. Delivery Model

  • Resource Placement: Embedded within client teams under hybrid working model (remote + limited on-site)
  • Duration: Initial 12-month engagement, with optional 6-month extensions
  • Start Date: To be agreed based on onboarding and clearance timelines
  • Supplier Management: Suppliers are responsible for onboarding, HR, payroll, performance reviews, and resource continuity

6. Evaluation Criteria

Proposals will be evaluated based on:

  • Pricing competitiveness
  • Supplier experience in similar environments (utilities/public sector preferred)
  • Resource CVs demonstrating match to specification
  • Supplier’s performance management methodology
  • Flexibility in resource substitution and scaling

7. Commercial Terms & Flexibility

7.1 Resource Reduction Flexibility:

EDF reserves the right to reduce the number of active resources under this SoW by giving one (1) month’s written notice to the supplier.

7.2 Resource Addition at Agreed Rates:

EDF may request additional resources within the same role types defined in this SoW. The supplier agrees to provide such additional resources at the same rate and terms as agreed for the initial positions.

7.3 Supplier Performance Measurement Obligation:

The supplier shall:

  • Provide and maintain a formal mechanism to track and measure individual resource performance
  • Enable EDF to review, comment on, and score each resource\’s performance on a regular basis
  • Use EDF’s feedback to continuously improve and align the performance of resources
