Synchronicity Care Limited (SCL), a wholly owned subsidiary of County Durham and Darlington NHS Foundation Trust, is seeking a highly motivated and experienced Workforce Manager to lead and manage a skilled maintenance workforce across our healthcare estate.

This is a key operational role responsible for managing directly employed trades staff and contractors, ensuring the safe, efficient and compliant delivery of maintenance services that support patient care and frontline operations.

The successful candidate will possess strong leadership skills, technical knowledge of building and engineering services, and a commitment to driving high standards of performance, safety and customer service.

Main duties of the job

As Workforce Manager, you will be responsible for the day-to-day management of SCL's maintenance workforce and contractors, ensuring maintenance activities are delivered safely, efficiently and in line with statutory requirements.

You will oversee work allocation, labour utilisation, performance management, compliance monitoring and delivery of key service KPIs.

The role includes prioritising maintenance requests, managing resources, coordinating building and engineering works, investigating defects and complaints, maintaining compliance through the CAFM system, and undertaking Authorised Person responsibilities where appropriate.

You will also provide leadership and technical support to operational teams, manage sickness absence and staff performance processes, and participate in the on-call rota to support the continuous operation of critical healthcare facilities.

About us

Our organisation is a subsidiary of an NHS organisation and is currently awaiting UK Visas and Immigration (UKVI) approval to be added under our parent organisation's Sponsor Licence.

Until that approval has been granted, we are not authorised to issue Certificates of Sponsorship or sponsor applicants.

SCL is a wholly owned subsidiary of County Durham and Darlington NHS Foundation Trust (CDDFT) set up to deliver a range of non-clinical services.

The company is a separate legal body to CDDFT.

Bank work is offered on an ‘as and when’ basis with no guaranteed hours and will be paid on a pro‑rated hourly rate for hours worked only.

Job responsibilities

The Workforce Manager is responsible for the operational management of directly employed maintenance staff and contractors undertaking maintenance and minor works across SCL-managed healthcare properties.

The postholder will ensure works are delivered safely, efficiently and in compliance with health and safety legislation, Trust policies and statutory requirements.

  • Managing and leading the directly employed labour force and specialist contractors.
  • Ensuring effective planning, prioritisation and allocation of maintenance activities.
  • Maintaining and developing CAFM systems to support statutory compliance and performance monitoring.
  • Contributing to achievement of SCL performance targets and KPIs.
  • Providing technical support and guidance to maintenance trades and supervisory staff.
  • Investigating building defects, complaints and maintenance issues and implementing appropriate solutions.
  • Monitoring quality standards and ensuring compliance with Trust and SCL policies.
  • Undertaking Authorised Person duties for designated systems.
  • Managing workforce matters including attendance, sickness absence, appraisals and performance reviews.
  • Liaising with clinical teams, external contractors and internal stakeholders to minimise disruption and maintain service continuity.
  • Participating in the out-of-hours on‑call rota and responding to emergency situations as required.

This role requires a proactive individual with strong leadership, organisational and communication skills, combined with extensive experience in maintenance operations and workforce management within a complex environment.

Qualifications

  • Served a recognised craft apprenticeship within the construction or engineering industry.
  • Full UK Driving Licence.
  • Previous supervisory qualification or experience in a construction or engineering environment.
  • City & Guilds Foremanship Studies or equivalent.
  • Recognised Health & Safety qualification.
  • Engineering-related HND qualification.

Experience

  • Experience of managing building engineering or maintenance craft operatives.
  • Significant experience of maintenance delivery and repair work.
  • Experience of construction techniques and maintenance practices.
  • Experience managing contractors and workforce resources.
  • Experience of CAFM systems.
  • Experience of plumbing and engineering fault-finding and problem resolution.
  • Experience of performance management and KPI monitoring.
  • Special Skills & Knowledge
  • Ability to assess maintenance issues and implement effective solutions.
  • Strong knowledge of Health & Safety legislation and safe systems of work.
  • Ability to organise and utilise labour resources effectively.
  • Ability to prioritise workloads in a demanding operational environment.
  • Experience maintaining accurate workforce and operational records.
  • Strong communication and leadership skills.
  • Knowledge of building and engineering services maintenance.
  • Broad knowledge of multiple building and engineering disciplines.
  • Knowledge of healthcare estates compliance requirements.
  • Experience using CAFM systems such as Planon or Backtraq.
  • Understanding of NHS estates operations and performance requirements.
  • Special Requirements
  • Eligible to live and work in the UK.
  • Statutory Registration
  • Full UK Driving Licence.
  • Authorised Person competencies relevant to healthcare engineering systems.
