CCL Global is supporting a major public sector organisation in the search for an experienced Procurement Manager to join a high-profile commercial team on an interim basis. This role will support senior commercial leadership across the full procurement lifecycle, from pre-procurement planning through to contract award and handover. The successful candidate will play a key role in developing procurement strategies, managing procurement activities, ensuring governance compliance, and supporting business-critical commercial decisions.

Location: Remote but expectation to come into the office (London) for team meetings in person.

Type of Contract: 6 Month contract (Inside IR35)

Key duties will include:

  • Support the Commercial Lead on all aspects of procurement delivery and governance.
  • Develop procurement strategies, plans, and procurement timetables.
  • Conduct market analysis and supplier engagement activities to inform procurement approaches.
  • Produce options appraisals, identifying procurement risks and opportunities.
  • Maintain and manage procurement and delivery risk registers.
  • Develop tender documentation including:
    • Statements of Requirement
    • Invitation to Tender (ITT) documents
    • Evaluation methodologies
    • Bidder guidance
    • Contract schedules and associated documentation
    • Draft transparency notices in line with PCR 2015 and Procurement Act 2023 requirements.
  • Support the development of business cases and present commercial recommendations to governance boards and senior stakeholders.
  • Deliver compliant procurement processes, including supplier negotiations where appropriate.
  • Conduct commercial due diligence activities prior to contract award.
  • Support contract execution and mobilisation activities.
  • Ensure effective contract handover to contract management teams.
  • Maintain procurement records and data within e-sourcing platforms such as Jaggaer.

Key Requirements:

  • Minimum 2 years' procurement experience within a UK public sector environment.
  • Active SC Clearance.
  • Proven experience developing procurement strategies and identifying compliant routes to market.
  • Experience leading procurements through frameworks, dynamic purchasing systems, and competitive procurement exercises.
  • Strong understanding of public procurement regulations, including PCR 2015 and Procurement Act 2023.
  • Experience delivering market engagement activities and supplier consultation exercises.
  • Ability to work within multidisciplinary project teams and influence stakeholders effectively.
  • Experience drafting tender documentation, contracts, evaluation criteria, and procurement reports.
  • Experience managing procurement activity through Jaggaer or similar e-sourcing platforms.
  • Strong communication, stakeholder management, and organisational skills.
  • Experience supporting complex or high-value public sector procurement programmes.
  • Knowledge of contract management and supplier performance frameworks.
  • Commercial or procurement-related qualifications (CIPS or equivalent) desirable.
