Strategic Workforce Planning & People Analytics Lead
CCL Global is seeking an experienced Strategic Workforce Planning & People Analytics Lead to support a major UK public sector organisation.
This is a senior specialist role combining Strategic Workforce Planning, People Analytics and workforce transformation. The successful candidate will lead the development of strategic workforce plans, supply and demand forecasting, workforce modelling and capability assessments, while providing evidence-based recommendations to Executive-level stakeholders.

Key Responsibilities
- Lead the development, maintenance and publication of the organisation's Strategic Workforce Plan.
- Develop workforce supply and demand forecasts, scenario models and longer-term workforce projections.
- Undertake workforce capability assessments and identify strategic workforce risks.
- Conduct scenario planning and workforce modelling to support organisational decision-making.
- Present workforce recommendations and insights to senior and Executive-level stakeholders.
- Support workforce prioritisation and investment decisions.
- Lead People Analytics and workforce insight, producing dashboards, reports and analytical products.
- Undertake workforce forecasting, trend analysis and workforce research.
- Translate complex workforce data into practical interventions and strategic recommendations.
- Improve workforce data quality, reporting standards and analytical capability.
- Support the implementation and embedding of a Resource Management Operating Model.
- Develop associated governance, processes and operating procedures.
- Coordinate workforce planning governance forums and maintain workforce establishment controls.
- Manage implementation risks, actions and dependencies.
- Support workforce capability development and organisational adoption.
Requirements
- Significant experience leading Strategic Workforce Planning within a large or complex organisation.
- Strong experience developing workforce strategies, supply and demand models, forecasts and scenario plans.
- Strong People Analytics capability, including workforce dashboards, trend analysis and reporting.
- Experience undertaking workforce capability assessments and strategic workforce risk analysis.
- Ability to link strategic objectives with operational and financial information to support senior decision-making.
- Strong quantitative analytical capability, including experience with techniques such as multiple-variable analysis, regression analysis, factor analysis and thematic analysis.
- Advanced Microsoft Excel capability, including formulas, pivot tables and macros.
- Demonstrable experience analysing complex datasets and quality-assuring findings.
- Strong understanding of the employee lifecycle and how workforce indicators reflect organisational health and performance.
- Experience implementing workforce operating models, organisational change or workforce transformation programmes.
- Strong governance, facilitation and stakeholder management capability.
- Experience establishing and maintaining governance forums and operating procedures.
- Excellent communication and influencing skills, including presenting complex information clearly to senior stakeholders.
- Experience working across HR, organisational development, workforce capability and transformation environments.
- Project management experience involving multiple stakeholders and competing priorities.
- Ability to operate independently as a senior subject matter expert.
- Active SC clearance
Qualifications
A degree in Business, Data Science, Economics, Statistics, Finance, Mathematics, Engineering or a related discipline, or equivalent practical experience, is required.
Experience using Power BI to develop workforce dashboards and analytical reporting would be advantageous.
This role will suit Strategic Workforce Planning Lead, Workforce Analytics Lead, People Analytics Lead or Workforce Strategy specialist who can combine sophisticated data analysis with strategic HR knowledge and translate workforce evidence into clear recommendations for senior.
