Lead Procurement Manager
CCL Global is seeking three experienced Lead Procurement Managers to support a high-profile UK public sector organisation. These positions will lead complex procurement activity across a significant Works and Construction portfolio, providing senior commercial expertise throughout the procurement and contract lifecycle.
The successful candidates will require substantial public sector procurement experience, excellent knowledge of PCR 2015 and the Procurement Act 2023, and strong practical experience working with NEC3/NEC4 contracts.

Key Responsibilities
- Lead complex, compliant end-to-end procurement exercises, including above-threshold procurements.
- Deliver procurements under PCR 2015, Procurement Act 2023 and established public sector frameworks.
- Lead procurement activity across Works, Construction and associated services.
- Develop and implement commercial, category and project procurement strategies.
- Undertake market analysis, supplier analysis and benchmarking to inform procurement decisions.
- Provide senior commercial advice to programme teams and senior stakeholders.
- Lead commercial negotiations and support resolution of contractual and supplier issues.
- Support effective transition from procurement into contract and supplier management.
- Advise on supplier performance, contract management, commercial risk and contractual matters.
- Support procurement pipelines, resource planning and commercial forecasting.
- Maintain appropriate governance and ensure procurement activity complies with relevant legislation and internal policies.
- Contribute to commercial assurance and continuous improvement initiatives.
- Mentor and support junior commercial and procurement professionals.
- Manage multiple complex procurements and competing priorities against demanding deadlines.
Requirements
- Significant experience delivering complex public sector procurements.
- Strong working knowledge of Public Contracts Regulations 2015 (PCR 2015).
- Strong knowledge and practical understanding of the Procurement Act 2023.
- Expert NEC3 and/or NEC4 contract knowledge.
- Demonstrable experience procuring Works / Construction contracts.
- Strong end-to-end procurement lifecycle experience.
- Experience developing commercial and procurement strategies.
- Strong contract and supplier management capability.
- Excellent senior stakeholder management and influencing skills.
- Experience managing complex projects, commercial risks and competing priorities.
- Ability to operate effectively within a highly governed public sector environment.
