We are seeking a highly motivated Policy Advisors for a number of roles to support the development and delivery of complex policy and programme initiatives within a fast‑paced and high‑profile environment. This role will contribute to the design, implementation and continuous improvement of policy frameworks, working closely with senior stakeholders, operational teams, legal advisers, external partners and delivery organisations. The successful candidate will help shape strategic approaches, provide evidence‑based recommendations, and support senior decision‑making across a range of policy and operational areas. The role offers the opportunity to work on complex and nationally significant programmes, contributing to policy development, stakeholder engagement, governance, and programme delivery within a collaborative multidisciplinary environment.

Type of Contract: 12 Month contracts (Inside IR35)

Key Responsibilities

  • Support the development and implementation of policy frameworks, strategies and operational guidance.
  • Analyse complex information, legislation, operational challenges and stakeholder feedback to provide clear and evidence‑based policy advice.
  • Develop policy proposals and recommendations, including options analysis, impact assessment and briefing materials.
  • Produce high‑quality written outputs including reports, ministerial briefings, presentations, submissions and correspondence.
  • Build and maintain effective working relationships with internal teams, external stakeholders, delivery partners, regulators and industry representatives.
  • Support stakeholder engagement activities, consultations and working groups to inform policy development and implementation.
  • Monitor emerging issues, risks and trends, escalating concerns and contributing to mitigation strategies where required.
  • Contribute to programme governance, information management and assurance processes.
  • Support the coordination and delivery of cross‑functional projects and workstreams.
  • Provide policy and programme support to senior leadership, including preparation of briefing packs and strategic updates.
  • Ensure policies and programme activities align with relevant legal, regulatory and operational requirements.
  • Contribute to continuous improvement initiatives, bringing innovation and constructive challenge to existing processes and approaches.

Person Specification

  • Experience supporting policy development, programme delivery, operational strategy or regulatory frameworks.
  • Strong analytical and problem‑solving skills, with the ability to interpret complex information and provide practical recommendations.
  • Excellent written and verbal communication skills, including the ability to prepare concise briefings and present information clearly to senior stakeholders.
  • Experience engaging with a broad range of stakeholders and building collaborative working relationships.
  • Ability to manage competing priorities and work autonomously in a fast‑paced environment.
  • Strong organisational skills and attention to detail.
  • Ability to think strategically while maintaining awareness of operational delivery considerations.
  • Experience contributing to multidisciplinary teams and collaborative programmes.
  • Confidence working on sensitive or high‑profile issues with professionalism and discretion.

Desirable Experience

Working Arrangements

Hybrid working arrangements may be available depending on business requirements. Travel to stakeholder sites or programme locations may occasionally be required.
