We are seeking a Senior Solutions Manager to play a leading role in shaping and winning major public sector managed services opportunities. Sitting within a specialist solutioning function, this role is business‑led rather than technology‑led. You will own the end‑to‑end business solution for complex public sector procurements, bringing together service design, operating models, transition and transformation planning, social value, risk, and commercial considerations into compelling, deliverable bid solutions. This is a highly visible role combining public sector credibility, solution design leadership, and bid writing excellence, with real accountability for solution quality and narrative.
What You’ll Be Doing as a Senior Solutions Manager
- Public Sector Opportunity Shaping
- Lead the qualification and shaping of public sector managed service opportunities.
- Interpret procurement documentation (ITTs, SQs, DPS frameworks, call‑offs) to inform solution strategy.
- Develop and present solution options, recommendations, and qualification papers for internal governance.
- Bid Strategy & Written Responses
- Define and own bid strategies and win themes aligned to client needs, policy drivers, and evaluation criteria.
- Act as lead author for core solution sections, including: Service delivery and operating models, Transition and mobilisation, Transformation roadmaps, Social value, Risk and assurance.
- Ensure responses are compliant, evaluable, clearly evidenced, and optimised for public sector scoring methodologies.
- Review and quality‑assure content from wider bid teams, coaching contributors to raise quality and impact.
- Solution & Service Design
- Design end‑to‑end managed service solutions covering: Operating and governance models, Front, middle, and back‑office service delivery, Workforce, demand, and capacity modelling, Transition, mobilisation, and stabilisation, Transformation aligned to policy, regulatory, and user outcomes.
- Ensure solutions are deliverable, scalable, commercially viable, and compliant with public sector constraints such as transparency, auditability, and value for money.
- Clearly articulate assumptions, dependencies, risks, and mitigations within bid submissions.
- Social Value & Public Policy Alignment
- Lead the design and integration of social value propositions that are: Embedded into service delivery models, Aligned to public sector priorities (e.g. employment, skills, sustainability), Measurable, credible, and contractually deliverable.
- Translate social value commitments into operational and governance mechanisms that withstand evaluation and delivery scrutiny.
- Commercial, Leadership & Handover
- Work closely with commercial and finance teams to shape pricing narratives and commercial models.
- Provide solution‑level insight into contractual risk, performance regimes, and change mechanisms.
- Orchestrate inputs from subject matter experts and delivery teams into a coherent, integrated solution.
- Mentor and develop colleagues in solutioning and public sector bid disciplines.
- Lead solution sign‑off and own the handover from bid to delivery to enable successful mobilisation.
What We’re Looking For as a Senior Solutions Manager
- Extensive experience designing and solutioning public sector managed or outsourced services, ideally in complex, regulated environments.
- A proven track record of leading solution design and bid writing for major public sector procurements.
- Strong understanding of public sector procurement, evaluation, and commercial models.

- Exceptional written communication skills, with the ability to translate complex service models into persuasive bid narratives.
