Job Title: Water AP

Role Purpose:

The Authorised Person (Water) is responsible for providing technical assurance and compliance oversight of the

Trust's water safety management arrangements in accordance with HTM 04 -01, ACOP L8, HSG274 and Trust

Water Safety Plans.

The role is focused on ensuring that all prescribed inspections, maintenance activities, monitoring regimes and

remedial actions are delivered in a compliant and auditable manner across the Trust estate. The postholder will

supervise delivery teams and specialist contractors, provide technical guidance and mentoring to Competent

Persons (CPs), investigate non-conformances, and ensure risks are identified, assessed and escalated

appropriately.

The Authorised Person is a key assurance role, maintaining robust compliance standards, accurate records and

effective communication with Trust stakeholders to support patient safety and regulatory compliance.

Key Responsibilities:

• Undertake the duties of an Authorised Person (Water) in accordance with HTM 04 -01.
• Ensure implementation and compliance with the Trust Water Safety Plan and associated procedures.
• Provide technical advice and guidance on water safety management and compliance requirements.
• Ensure water systems are operated and maintained in accordance with statutory and NHS requirements.
• Identify, assess and elevate water-elated risks to the Water Services Supervisor and relevant Trust
• stakeholders.
• Support internal and external audits, inspections and Authorising Engineer reviews.
• Participate in Water Safety Group activities as required.
• Monitor and verify delivery of statutory and mandatory water hygiene maintenance activities.
• Ensure all planned inspections, monitoring and maintenance tasks are completed at required frequencies
• Appoint Competent Persons in accordance with Trust procedures and competency requirements.
• Assess and monitor competency levels of CPs undertaking water hygiene activities.
• Provide mentoring, coaching and technical guidance to Competent Persons.
• Verify that temperature monitoring, flushing, cleaning, disinfection, sampling and inspection activities are
• completed and recorded correctly.
• Review inspection findings and initiate corrective actions where deficiencies are identified

• Lead investigations into water-related non-conformances, failures and incidents.
• Undertake root cause analysis and determine appropriate corrective actions.
• Ensure remedial actions are clearly defined, allocated and tracked through to completion.
• Escalate significant compliance failures and patient safety risks promptly.
• Support response to microbiological failures, positive samples and system performance concerns.
• Provide on-site supervision and oversight of specialist water hygiene contractors.
• Ensure all compliance documentation is maintained accurately and in a timely manner.
• Develop effective working relationships with relevant Trust Stakeholders

Qualifications:

• Recognised Authorised Person (Water) qualification/training.
• Legionella management and water hygiene training.
• HNC/HND, NVQ Level 4/5 or equivalent technical qualification in Engineering, Building Services, Water
• Hygiene or Estates-related discipline.

Person Specification/Requirements:

• Experience working within water hygiene, water safety or healthcare estates compliance.
• Detailed knowledge of: HTM 04-01, ACOP L8 and HSG274
• Experience investigating non-conformances and implementing corrective actions.
• Experience maintaining compliance records and digital management systems.
• Strong communication and stakeholder management skills.
