Job Summary
The purpose of this position is to lead the development of CBRE's global, enterprise-wide, HSE management system framework architecture to develop a progressive, forward-thinking approach to HSE Risk Management, in a systematic way, that drives a culture of learning and continual improvement.
This role will ensure that Operational Leaders have HSE risk management insights that enable actions that support implementation and embedding of CBRE's HSE risk management policy and standards.
This will require the development of a suite of HSE Key Performance Indicator metrics (that are specific, measurable, achievable and realistic) and suitable at the CBRE enterprise level.
These metrics will be used to hold operational leadership to account.

System: Establish and maintain CBRE's HSE Management System (including an approach to global ISO accreditation mapping and evolution) to drive market differentiation and client consistency.
- Performance Monitoring & Reporting: Review and monitor HSE metrics and KPIs, identify performance trends, and partner with segment and line of business leaders to close gaps in Segment / Line of Business HSE management plans and utilise insights to inform strategy.
- Assurance & Audit: Lead internal HSE audits across segments and lines of business to verify corporate standards are embedded, drive a prioritized global audit strategy, and oversee compliance initiatives.
- Tender response support - Prepare standard suite of Tender responses to support CBRE business development and growth.
- Risk, Regulatory & M&A Oversight: Monitor evolving global HSE regulations, lead due diligence on merger and acquisition targets, and oversee integrity in injury/illness recordkeeping and leading/lagging indicators.
Essential Duties and Responsibilities
- Establish, drive, maintain and sustain relevant CBRE HSE Management System (Level 1 / Level 2) Corporate Standards
- Establish global management system accreditation approach to third-party scheme ISO 14001 and 45001, offering market differentiation and customer consistency in the delivery of HSE.
- Establish review and monitor CBRE internal HSE Metrics & KPI Reporting.
Supporting the HSE Co E team in holding the operational business to account, identifying trends in HSE performance that informs strategy direction and focus.
The role holder will be expected to partner with the Segment and Line of Business HSE leaders where appropriate to review HSE improvement plans / strategies and support closure of any gaps identified.
- Support operations with Tender responses & sales/growth support - for example, preparation of data or standard response template answers for client pre-qualification, RFP, bid / tender responses.
- Line of Business (Lo B) management plan audits and reviews, including RISK MAP action plan oversight and control.
- Internal Assurance - lead and/or participate Segment / Line of business HSE auditing activities to ensure CBRE's corporate HSE Management System Policy & Standards are embedded in the business and look to identify opportunities for continued improvement.
- Support and participate in (Serious Incident, Fatality) SIF level incident reviews with a focus on supporting effective root cause analysis through depth of investigation and supporting the wider governance team to ensure actions are completed, and critically, that any lessons learned are distilled and cascaded appropriately across the business or used to update/improve CBRE's HSE management system.
- Be the subject matter expert to lead on merger & acquisition (M&A) activity CBRE engage, meeting all necessary confidential requirements and ensuring thoroughness and rigor in the evaluation of targets HSE performance and standards and highlighting any 'red-flags' to the project sponsors /M&A Lead.
- Monitors and stays apprised of changing health, safety and environmental regulatory compliance requirements and industry best practices globally ensuring they are built into our change management process, where necessary.
- Build and drive execution of prioritized, global audit strategy focusing on proper management of key risks.
- Direct the Corporate HSE governance process including assurance, compliance initiatives, and best practice exchanges.
- Participates on Corporate HSE Audit Teams in support of the Corporate HSE Performance Auditing Program.
- Develops processes and provides oversight to ensure integrity in our injury/illness recordkeeping, including classification (lagging indicators) and our leading HSE performance indicators.
- Provides direct visibility to regulatory compliance challenges to ensure proper leadership engagement and rapid response to HSE compliance needs.
- Serves as a technical liaison for HSE with business lines and operational HSE on compliance issues that involve regulatory or other external/third-party agencies.
- Develops and implements strategic solutions that will support management's efforts to improve and maintain compliance as required.
- Manages and oversees the interactions with government agencies, professional HSE groups, community advisory panels, corporate HSE officers, and all internal safety activities.
Essential Skills
- Manages the planning, organization, and controls for compliance and assurance activities globally in collaboration with the Global HSE leadership, HSE Segment & Line of Business Leaders, Legal, People, and Commercial & Operational Leadership.
- MBA is a plus.
- Minimum of 10 years of progressive global management experience including HSE or related management functions.
- Must have strong technical and regulatory knowledge in health, safety and environmental affairs.
- Professional background with systems implementations, re-engineering, and other large/complex projects.
- Leadership experience with large organizations supporting policy making, globalization, change management, and cultural change.
- A proven track record of executing and operationalizing a global strategy successfully across a complex, regional structure including successfully driving a change agenda.
- Certifications in the field of HSE such as the NEBOSH, IOSH, CSP or other certifications in the field of EHS are highly desirable.
