We are seeking an experienced Pre-Construction Manager to join our dynamic commercial design and build team. This role is central to the pre-construction phase of projects, particularly within the office fit-out and commercial interiors sector. You will be responsible for managing the tender process, coordinating subcontractors, preparing technical documentation, and supporting client pitches β ensuring all works are planned, costed, and programmed accurately and efficiently.
General Responsibilities
- Preparation and issue of subcontractor tender packages.
- Managing and analysing tender returns and making procurement recommendations.
- Supporting pre-contract bids, negotiations, and contractual agreements.
- Assisting in the preparation and delivery of presentations for prospective clients.
- Facilitating the handover of project documentation to the Construction Manager.
Specific Responsibilities
- Reviewing and interpreting client briefs to inform cost planning and design intent.
- Coordinating site surveys with relevant subcontractors.
- Reviewing on-site scope with subcontractors to ensure accurate costings.
- Evaluating and negotiating subcontractor tenders, ensuring value for money.
- Producing detailed project cost estimates and specifications using Excel-based tools.
- Developing technical documentation and pre-contract presentations for client engagement.
- Creating and maintaining pre-contract programmes using Microsoft Project and coordinating timeframes with the contracts team.
- Managing Planning Applications and Building Control submissions.
- Leading on Licence to Alter applications and negotiations.
- Ensuring all pre-construction activities comply with Health & Safety requirements, including CDM regulations.
- Ensuring all drawings are dimensionally accurate and based on verified site surveys.
- Verifying compliance with Building Regulations, Planning Policy, and Building Control legislation.
- Upholding the companyβs policies regarding anti-bribery, quality assurance, environmental responsibility, and H&S.
- Negotiating and placing supply chain orders in a timely and cost-efficient manner.
- Managing and negotiating contract variations and final accounts with both clients and subcontractors.
Required Skills & Experience
Essential:
- Strong background in pre-construction and commercial fit-out.
- Proven experience in cost planning, tendering, and value engineering.
- Ability to present confidently and communicate with clarity.
- Highly motivated, organised, and detail-oriented with a proactive mindset.
- Proficient in Microsoft Excel, Word, and Microsoft Project.
- Knowledge of UK Building Regulations and Planning Procedures.
Desirable:
- 5+ years of relevant industry experience in commercial office fit-out.
- Familiarity with JCT contract forms and their practical application.
- Experience in coordinating submissions for Licence to Alter and Building Control.
