Purpose The role holder will oversee our regulatory compliance strategy across the United Kingdom, EU and internationally, and will be required to:

  • Support internal developments
  • Engage in and represent the interests of Causeway within external activities that support our commercial and internal solution objectives
  • Review compliance within customer services and highlight any issues at both a customer or solution level This is a pivotal role responsible for ensuring our e-invoicing, Peppol, and digital tax compliance solutions remain aligned with evolving regulatory frameworks, including:
  • UK e-Invoicing reforms and future mandate requirements
  • Ireland's B2G and future B2B e-Invoicing obligations
  • EU Vi DA (VAT in the Digital Age)
  • Peppol specifications and interoperability requirements
  • EN16931 and Peppol BIS standards
  • National Continuous Transaction Control (CTC) mandates
  • Country-specific clearance, reporting and e-reporting models
  • Emerging digital VAT and real-time reporting requirements Additionally, they will act as the organisation's regulatory subject matter expert, advising executive leadership, product management, engineering, operations, and customers on compliance risks, opportunities and implementation priorities.

Key Responsibilities Regulatory Monitoring & Intelligence

  • Monitor and interpret existing and emerging compliance requirements relating to: o E-Invoicing Mandates UK e-Invoicing policy and HMRC initiatives Other National e-Invoicing mandates across EU member states, including the Irish Revenue requirementso VAT in the Digital Age (Vi DA) requirements European Commission Vi DA legislation National Vi DA implementation ruleso Peppol Governance and compliance Specifications and standardso HMRC and other Tax Authority Requirements Digital reporting requirements (DRR) CTC / DRC / Authenticated Receipts processing VAT reporting obligations including e-reporting, clearance, approved supplier status, etc.
  • Maintain a regulatory roadmap highlighting upcoming legislative changes and implementation deadlines.
  • Assess the commercial and operational impact of regulatory changes.
  • Produce executive briefings, compliance reports and regulatory updates. Peppol Governance & Network Compliance
  • Own the organisation's Peppol compliance framework.
  • Ensure continued compliance with: o Open Peppol requirementso Peppol Authority obligationso Access Point certification requirementso SMP requirements (where applicable)o Peppol BIS document specifications
  • Coordinate certification, audits and annual compliance reviews.
  • Participate in relevant Peppol working groups, forums and industry bodies.
  • Manage relationships with Open Peppol, Peppol Authorities and national administrations. Product Compliance
  • Work with Product, Data and Engineering teams to translate regulatory requirements into product capabilities / designs.
  • Define compliance requirements for: o Invoice formatso Validation ruleso Digital reportingo Clearance workflowso Archiving requirementso Electronic signatures where applicable
  • Ensure product releases meet regulatory requirements before deployment.
  • Establish compliance testing and validation procedures.
  • Monitor and report on compliance levels within customer services and flag risks, actions and likely causes to support maintaining compliance across customer services.
  • Vi DA Programme Leadership
  • Lead our interpretation, planning and requirements definitions in meeting EU Vi DA regulations.
  • Develop a strategic roadmap covering: o Digital Reporting Requirements (DRR)o Intra-community transaction reportingo Structured e-invoice requirementso Interoperability obligations
  • Assess and advise internal stakeholders on Vi DA implementation impacts on our customers and our products. Compliance Risk Management
  • Maintain the company's e-Invoicing compliance risk register.
  • Identify any emerging regulatory risks and propose mitigation strategies.
  • Support internal compliance audit and governance processes.
  • Manage compliance-related incidents and remediation activities.
  • Ensure appropriate compliance controls are embedded within products and internal operational processes. Customer & Market Engagement
  • Act as a customer-facing compliance expert in support of sales and customer engagements.
  • Support sales and account management teams to understand and communicate compliance requirements and product services that allow us to deliver against these requirements.
  • Be able to deliver webinars, customer briefings and market commentary where required as a subject matter expert.
  • Represent the organisation at conferences and industry events.
  • Create whitepapers, compliance guides and thought leadership content. Key Skills, Experience and Qualifications Essential
  • Minimum 3 years' experience in Peppol Access Point operations, plus at least two other areas from: e-Invoicing, VAT compliance, international VAT rules, digital tax compliance, or e reporting/ Continuous Transaction Controls (CTC).
  • Good understanding of the Peppol Network, Peppol BIS Billing specifications, EN16931, XML and structured invoicing standards, Access Point operations, and SMP/SML architecture.
  • Good understanding of electronic procurement networks, European and UK VAT frameworks, and CTC and clearance models.
  • Minimum 3 years' industry experience with a Peppol Access Point provider, plus at least two other areas from: e-Invoicing service providers, Fin Tech, AP/AR automation vendors, tax technology vendors, ERP providers, or regulatory/consulting firms.
  • Demonstrated ability to work with product teams, engineers and architects, data services, senior leadership, regulators, industry bodies, and customers and partners.

Desirable

  • Degree in Business, Finance, Tax, Law, Technology or a related discipline.
  • VAT, tax or regulatory compliance qualification.
  • Open Peppol experience.
  • Experience supporting multi-country e-Invoicing rollouts.
  • Knowledge of France's PDP/PPF framework, Germany e-Invoicing requirements, Belgium mandatory e-Invoicing, Poland KSe F, Italy SDI, or Ireland e-Invoicing programmes.
