About therole
The EastMidlands Combined County Authority (EMCCA) is seeking an experienced and motivatedHousing Strategy and Performance Manager to lead its housing strategy andperformance function.
This is anexciting opportunity to play a key role in shaping housing priorities acrossthe East Midlands, translating national, regional and local housing policy intoclear strategies, delivery plans and measurable outcomes.
You willprovide high-quality advice, insight and assurance to senior officers, electedmembers and partners, while working collaboratively with local authorities,Homes England, Government departments and other housing and regenerationstakeholders.
The role alsooffers an excellent opportunity for an experienced housing professional lookingto develop their leadership skills and move into their first formal managementrole, with responsibility for one direct report.
Keyresponsibilities
You will:
- Lead the development andimplementation of EMCCA’s housing strategy work programme, ensuringalignment with corporate, growth, devolution and regeneration priorities.
- Develop and maintain housingperformance frameworks, dashboards and evidence bases, using data andinsight to identify trends, risks and opportunities.
- Prepare clear, evidence-ledreports, briefings and recommendations for senior officers, electedmembers, committees and partnership boards.
- Support and coordinate the EMCCAHousing and Land Committee, including preparing papers, evidence andpolicy advice and facilitating task and finish groups where required.
- Develop delivery plans, milestonesand action trackers, monitoring progress and escalating risks anddependencies.
- Build effective relationships withlocal authorities, Homes England, Government, registered providers,developers and other partners to support shared housing priorities.
- Manage defined budgets, contractsand external specialist support within delegated authority.
- Lead, support and develop a smallteam, creating a positive and accountable working environment.
About you
You will havesignificant experience in housing strategy, policy, performance or deliveryplanning, with a strong understanding of housing policy, development and publicsector governance.
You will beable to demonstrate:
- Experience developing or deliveringhousing strategy and policy.
- Strong performance management andanalytical skills, with the ability to turn complex data into clearinsight and recommendations.
- Experience preparing reports andbriefings for senior audiences and committees.
- The ability to work independently,manage competing priorities and deliver agreed outcomes within establishedgovernance and resources.
- Strong partnership, influencing andcommunication skills.
- Experience of managing orcoordinating workstreams, resources or external support.
- The ability and ambition to leadand develop others, including readiness to move into a first managementrole.
Experience ofworking with local authorities, Homes England, Government departments, combinedauthorities or regional housing partnerships would be desirable, as wouldknowledge of affordable housing, regeneration, brownfield land, infrastructureor place-based investment.
A degree orequivalent professional experience in a relevant discipline, together withevidence of continuing professional development, is essential.
