About the role
The EastMidlands Combined County Authority (EMCCA) is seeking an experienced andstrategic Head of Housing Investment Programmes to lead the delivery of its£92m+ Brownfield Housing Fund and future capital housing investment programmes.
This is anexciting opportunity to join EMCCA at a pivotal time for housing and affordablehousing across the East Midlands. You will play a central role in unlockinghousing development on brownfield land, directing significant capitalinvestment and turning regional housing strategy into tangible delivery.
As SeniorResponsible Owner (SRO) for the Brownfield Housing Fund, you will have overallaccountability for the programme’s pace, performance, compliance, value formoney and risk management. You will provide strategic leadership across acomplex portfolio, ensuring investment is deployed effectively and deliversagainst demanding milestones, funding conditions and Government requirements.
Keyresponsibilities
You will:
- Provide strategic leadership andoverall accountability as SRO for the Brownfield Housing Fund, overseeingdelivery across all phases.
- Manage and oversee a £92m+ capitalinvestment programme, balancing pace, deliverability, risk, additionalityand value for money.
- Translate EMCCA’s housing andinvestment strategy into clear delivery plans, priorities and investmentdecisions.
- Lead the development and managementof the future housing investment pipeline, ensuring schemes aredeliverable, strategically aligned and capable of meeting programmerequirements.
- Apply in-depth knowledge ofdevelopment appraisals to assess scheme viability, investmentrequirements, deliverability, value for money and risk.
- Lead effective governance,assurance and decision-making arrangements, ensuring investment decisionsare supported by robust business cases, Green Book-compliant assessmentsand appropriate controls.
- Provide strategic advice to theMayor, EMCCA Board, Housing and Land Committee and Corporate LeadershipTeam on investment, performance, risk and delivery.
- Oversee the commercial andcontractual lifecycle of schemes, managing financial, commercial anddelivery risk across a portfolio of high-value investments.
- Build strong and productiverelationships with local authorities, housing associations, registeredproviders, private developers and other delivery partners, securingcommitment and driving delivery.
- Maintain strategic oversight ofprogramme performance, expenditure and outcomes, intervening early wheredelivery is at risk and leading remediation where required.
- Lead and develop the housinginvestment programmes team and ensure effective management of internal andexternal resources and specialist advisers.
- Maximise opportunities to leveragecomplementary funding, including Homes England and other Governmentprogrammes.
- Ensure investment supports EMCCA’sMayoral and Corporate Plan, Local Growth Plan, housing and land prioritiesand wider regional objectives.
About you
We are lookingfor a senior housing and investment professional with a strong track record ofleading complex capital programmes and delivering housing development.
You will have:
- Significant experience of managinglarge capital budgets and investment programmes, with the ability tobalance financial, commercial and delivery considerations.
- Substantial experience of housingdevelopment, gained in either the public or private sector.
- In-depth knowledge of developmentappraisals, including the ability to assess viability, risk, fundingrequirements and value for money.
- Proven experience of translatingstrategy into delivery, turning strategic priorities into practicalinvestment programmes and measurable outcomes.
- Strong partnership and relationshipmanagement skills, with experience working across the public, private andthird sectors, particularly with local authorities and housingassociations.
- Experience of operating confidentlywithin complex governance and politically sensitive environments.
- Strong knowledge of public-sectorgrant funding, assurance, Green Book appraisal principles and subsidycontrol.
- Significant experience managingcommercial risk, contracts and delivery partners.
- The ability to provide clear,authoritative advice and constructive challenge to senior officers,elected members and partners.
- Experience of leading anddeveloping teams and building organisational capability.
Experience ofworking with Mayoral Combined Authorities, Homes England or Government-fundedhousing programmes would be desirable, as would a strong background inbrownfield regeneration, land-led investment or place-based housing delivery.
A relevantdegree or equivalent experience, a professional qualification in a relevantdiscipline such as property, planning, finance, law or programme management,and evidence of continuing professional development are essential.
