Cathay Pacific Line Maintenance provides world class maintenance support and services to the Cathay group and to third party customers across the globe. The Maintenance Training Centre (MTC) has been launched to develop a continuous pipeline of future talent by delivering tailored theoretical and hands‑on training content across the Line Maintenance network.
The Line Maintenance Training and Development Manager is responsible for managing the MTC and formulate staff training and development strategies to map with LM staff career structure and regional manpower profile. The role requires a high degree of autonomy, agility and critical thinking ability to ensure staff are trained up to the latest company standards and meeting HKAR‑145 requirements, and collaborate effectively across a wide range of stakeholders to enable MTC to deliver training that matches with the company’s fleet development and needs. The role will set training direction for Cathay Line Maintenance and ensure MTC is the cradle of top class mechanics and licensed engineers for the Company.
Key Responsibilities- Training Planning & Development
- Set training direction according to company’s business operating plan and regulatory requirements by aviation authorities to ensure the syllabus of MTC are up to standard.
- Ensure MTC promotes safety, operational, and technical awareness.
- Design a syllabus for MTC with the target to map with Line Maintenance career structure and network’s manpower profile.
- Provide subject matter expertise in the creation or modification of lessons, training materials and/or training device.
- Recruitment of external training service provider to deliver training per the syllabus and training schedule of MTC.
- Contract review and negotiation with external training service providers.
- Identify potential trainers in regions to assist with course delivery, accountable for the performance standards of regional trainers and their development.
- Collaborate with stakeholders to identify and prioritise learning and development needs for Line Maintenance to meet HKAR‑145 requirements.
- Production of training forecast and analytics to ensure MTC training strategy is in the right direction and all plans are on track to achieve the expected targets and within the projected budget.
- Provide HLM references on staff recruitment, promotions and staff career matters.
- Maintenance Training Centre (MTC) Management
- Manage the MTC on a day to day basis and ensure it is run cost‑effectively.
- Ensure sufficient staff with appropriate qualifications are selected, trained and developed, to plan, perform, teach, supervise, examine and assess students as required.
- Supervise the performance of external and internal trainers, align technical training standards to ensure they are achieved and subsequently maintained.
- Perform regular reviews of MTC training syllabus and training plan to ensure the knowledge conveyed is up to date and compliant to HKAR‑145 requirements.
- Ensure training materials are updated per latest development in the operation and training needs of frontline engineers and mechanics.
- Develop an evaluation process for each MTC course to ensure staff engagement and training has been effectively conducted and outcome produced meets the quality requirement of the course syllabus.
- Manage training demands with line managers and work with LM Ops Teams on the training schedules and setting the enrolment requirements.
- Provide a working environment appropriate to the instructional and examination tasks being undertaken.
- Maintain MTC records and documentation in accordance with Company and regulatory requirements.
- Provide follow up and rectification of all external and internal quality audit findings required to re‑establish the required standards of examination, training standards and training course‑ware.
- Deputise Head of Line Maintenance (HLM) and carry out operational duties when required.
- Travel to line stations for training conduction when required.
- Monthly visit to CX Headquarter in HKG for KPI/progress reporting is required should the staff be outport‑based.
- Engineering degree or Aircraft Maintenance Licence (HKCAD license or equivalent)
- Minimum 10 years of experience in Line Maintenance or Maintenance Control (in which minimum 2 years are in a management role)
- Minimum 5 years of experience in training conduction for 145 organisation
- Experience in creation of training program and contents
- Experience in managing a team and delivering high performance
- Experience of leading changes delivering productivity and operational improvement
- Experience of using IT or technology to assist in the delivery of training programmes.
- Strong in communication and able to deliver knowledge in an effective manner
- Strong team player, willing to travel and work with internal and external stakeholders
