Compliance and Monitoring Officer Braintree District Council

Location: Braintree, Essex
Contract: 6 months
IR35: Inside IR35
Pay Rate: £15.80 £18.80 per hour
Working Arrangement: Fully on-site 5 days per week

Fox Morris Group are currently working with Braintree District Council to recruit a Compliance and Monitoring Officer on an initial 6-month contract.

This is a hands‑on operational role supporting the Council to maintain high standards of Health & Safety, compliance and safe working practices across its Operational Services.

The Role

Working closely with the Operations Manager, you will monitor operational activities, conduct workplace inspections and audits, investigate incidents and provide practical Health & Safety guidance to employees, contractors and managers.

You will also play an important role in developing staff competency through training, toolbox talks, coaching and workplace assessments.

Key Responsibilities

  • Undertake Health & Safety inspections, audits and compliance monitoring across operational services.
  • Monitor employees, contractors and service areas to ensure safe working practices are followed.
  • Identify areas of non-compliance and recommend practical corrective actions.
  • Identify hazards, assess risks and support the implementation of appropriate control measures.
  • Investigate accidents, incidents, near misses, complaints and procedural breaches.
  • Identify root causes and produce recommendations to prevent recurrence.
  • Develop and deliver Health & Safety training, toolbox talks and competency assessments.
  • Provide practical advice and guidance to managers and operational employees.
  • Produce clear reports detailing findings, risks and recommended actions.
  • Monitor compliance with relevant legislation, Council procedures and industry best practice.
  • Support compliance with regulatory requirements including those of the HSE, DVSA and Environment Agency.
  • Analyse compliance information and identify trends or areas requiring improvement.
  • Promote a positive Health & Safety culture through coaching, engagement and continuous improvement.

Experience We’re Looking For

  • Previous experience within Health & Safety, Compliance, Operational Services or a similar environment.
  • Experience conducting workplace inspections, audits and compliance monitoring.
  • Good working knowledge of Health & Safety legislation and best practice.
  • Experience investigating workplace accidents, incidents or near misses.
  • Ability to identify hazards, assess risks and recommend appropriate actions.
  • Experience delivering workplace training, toolbox talks or competency assessments.
  • Strong report-writing and record-keeping skills.
  • Confident communicator who can provide clear guidance and constructively challenge unsafe practices.
  • Strong investigative, analytical and problem‑solving skills.
  • Ability to work independently and effectively prioritise a busy workload.
  • Good IT skills, including Microsoft Office.
  • Experience within Local Government, waste management, street cleansing, transport or other operational environments would be particularly advantageous.
