Company Description
Catch22 exists to help build a society where everyone has a good place to live, good people around them, and a fulfilling purpose. We call these our '3Ps'. We achieve this in two ways. First we improve lives on the frontline through delivery of public services. Secondly, we use our knowledge to change 'the system', to fix the complex web that can trap and disempower those it was set up to help. With the heart of a charity and the mindset of a business, we are uniquely placed to deliver on this challenging agenda. The Catch22 Employability division provides skills and employability provision on a range of programmes, both public and corporate funded. We pride ourselves on supporting the most disadvantaged in society to improve their prospects resulting in improved social mobility and sustainable positive change.
Job Description
Working within Catch22’s Employability division, you will provide essential compliance, data quality and administrative support to the National Jobs Guarantee programme, helping young people to prepare for, enter and sustain meaningful paid employment. Reporting directly to the Senior Operations Manager, you will work closely with Team Leaders, Career Coaches, Trainers and Employer Engagement colleagues to maintain accurate participant and employer records, contractual evidence, audit readiness and reliable management information. You will proactively identify missing or inconsistent records and support timely correction, while frontline staff retain responsibility for delivering and evidencing their own interventions and outcomes.
You will be accountable for agreed administrative and compliance KPIs, including the accuracy, completeness and timeliness of records, scheduled quality checks, resolution of outstanding actions and the efficient operation of programme processes. You will contribute to wider Employability division improvements and hub outcomes.
WHAT YOU WILL DO
- Complete scheduled case-file dip tests and quality checks across the participant journey, including referral and eligibility evidence, assessments, action plans, attendance, applications, interviews, job starts and six-month in-work support records, against agreed contractual requirements.
- Identify missing, inaccurate, late or inconsistent evidence and maintain a clear action log; notify the relevant Team Leader or colleague, track corrections and escalate overdue or repeated issues to the Senior Operations Manager.
- Prepare, organise and check supporting records for internal reviews, commissioner monitoring, compliance visits and internal or external audits; support timely implementation of audit findings and corrective actions.
- Maintain current checklists, process guides, document controls and evidence trackers in line with approved programme procedures, escalating unclear or changing contractual requirements rather than making unilateral compliance decisions.
- Carry out appropriate information-security and clear-desk checks across programme offices and shared workspaces, ensuring confidential material is stored, handled and disposed of securely.
- Provide accurate and responsive administrative support to the National Jobs Guarantee delivery teams, including meeting arrangements, participant communications, appointment coordination, correspondence, document preparation and secure filing.
- Input, update and reconcile authorised information within approved case-management, CRM and reporting systems, ensuring participant identifiers, dates, delivery activity, vacancy links and outcome evidence are recorded consistently.
- Monitor administrative milestones and document submissions, including referral allocation records, onboarding paperwork, participant consent, employer documentation and in-work support evidence, and prompt responsible colleagues before deadlines are missed.
- Coordinate standard programme templates, shared calendars, meeting papers, action logs, resource bookings and controlled document versions, supporting efficient face-to-face delivery across sites.
- Provide administrative support for employer recruitment events, training sessions and partner meetings where required, including schedules, attendance lists, venue arrangements and secure handling of participant information.
- Produce and quality-check routine performance extracts, data completeness reports, exception lists and other agreed management information for Team Leaders and the Senior Operations Manager.
- Check consistency of key dates and stages across referrals, engagement, applications, interviews, offers, verified job starts and sustained employment evidence; flag anomalies, duplicate records and unsupported forecast assumptions for management review.
- Take accountability for agreed individual KPIs such as timely data updates, percentage of complete records, dip-test coverage, accuracy of submissions, outstanding audit actions and turnaround of administrative requests.
- Maintain accurate trackers and provide clear summaries of outstanding evidence, compliance trends and administrative risks; escalate emerging issues promptly and contribute to practical corrective action.
- Support the production of commissioner and internal reporting packs by assembling approved data and evidence, ensuring version control and obtaining required management sign-off before external submission.
- Coordinate approved purchases, supplies, venues and resources, following Catch22 purchasing and value-for-money procedures and keeping appropriate records.
- Support accurate and timely processing of purchase orders, supplier invoices, expense and credit-card records where delegated, referring approvals and discrepancies to authorised budget holders.
- Work collaboratively with the second Compliance and Administration Assistant, sharing workloads and providing planned cover for annual leave and absence to maintain service continuity.
- Build constructive relationships with delivery colleagues, Finance, People Services, central compliance and other Catch22 teams; support induction on record-keeping and approved administrative processes.
- Follow Catch22 safeguarding, Prevent, equality and diversity, data protection, confidentiality, health and safety and lone-working policies, escalating concerns promptly through approved procedures.
- Handle sensitive personal information lawfully and securely, maintaining professional boundaries and applying appropriate access controls, consent and retention requirements.
- Identify recurring process failures and suggest practical improvements to data capture, administrative workflows, reporting and audit readiness without duplicating frontline management accountability.
- Seek to improve your own performance, contribution, knowledge and skills; participate in training and developmental activities as required.
- Carry out other relevant duties appropriate to the level of the role and in line with Catch22 policies and procedures.
WHAT GOOD LOOKS LIKE
- Participant and employer records are complete, accurate, secure and updated within agreed timescales, supporting reliable management information and evidence-led delivery decisions.
- Compliance dip tests, audit preparation and evidence checks are completed to schedule; issues are recorded, escalated and resolved promptly with clear ownership.
- Team Leaders and frontline colleagues receive responsive administrative support that protects time for face-to-face delivery and helps maintain the participant journey through six-month in-work support.
- Contractual reports and audit evidence are organised, traceable and ready for review; risks and inconsistencies are identified before they affect performance claims or commissioner confidence.
- Purchasing, document control and routine administration are efficient and compliant; Catch22 values, safeguarding and hub outcomes are supported.
Qualifications
- 5 GCSEs or equivalent at Grade C or above, or relevant professional experience/qualification.
