We are seeking an experienced and motivated Revenues Manager to lead our Revenue Services team and oversee the effective administration, collection and enforcement of Council Tax, Business Rates, Sundry Debt, and Housing Benefit Overpayments. This is a key management role within the Corporate and Customer Directorate, responsible for ensuring high-quality service delivery, strong financial control and compliance with relevant legislation. You will also play a central role in improving processes, supporting digital ways of working and helping shape the future of Revenues and Benefits services.,

  • Lead and manage the Revenue Services team, ensuring the effective delivery of all annual and daily billing administration for Council Tax and Business Rates.
  • Oversee the collection and enforcement of unpaid amounts relating to Council Tax, Business Rates, Sundry Debts, and Housing Benefit Overpayments, including action through the Magistrates' Court and County Court where appropriate.
  • Manage and control Revenues and Benefits finance functions, including:
  • income management
  • cash balancing
  • Direct Debit collection
  • departmental invoicing
  • periodic income management
  • reconciliations
  • suspense account management
  • Support the day-to-day management of core Revenues and Benefits IT systems and related peripheral systems.
  • Ensure all legislative changes affecting Council Tax, Business Rates, HBOP and Sundry Debt are implemented accurately and effectively.
  • Deputise for the Assistant Director Finance & Procurement when required.
  • Support the Council's ambition to adopt innovative technology and improve ways of working. We are looking for someone who can combine strong technical knowledge with confident leadership and a collaborative approach. You will bring:
  • Significant experience in revenues, benefits or a related local government finance environment
  • Strong understanding of Council Tax, Business Rates, debt collection and enforcement processes
  • Experience managing teams and service delivery
  • Knowledge of financial control, reconciliation and income management processes
  • Ability to interpret and implement legislative and procedural change
  • Confidence working with IT systems and improving operational processes
  • Strong communication skills
  • A proactive approach to continuous improvement and service modernisation.
