Essex County Council (ECC) are delighted to be supporting Castle Point Borough Council to recruit a Public Initiatives Project Manager on a full-time, temporary basis. Due to the nature of this role, the successful candidate will be required to work on-site 3 days per week.

Castle Point Borough Council is a statutory body responsible for employing nearly 350 staff and delivering over 150 council services, both statutory and for the community's well-being and benefit. The council aims to provide high-quality and financially sustainable services while prioritising outstanding customer service, transparency in decision-making, and promoting local democracy. The opportunity involves supporting the Assistant Director Environment and working with the Environment Team on a number of projects related to the Council’s £2.5 million Public Initiatives Fund, including rejuvenation and improvements to playgrounds, parks & open spaces.

Responsibilities:

  • Initiating and producing procurement documents for the projects, ensuring they are completed on time, within budget, and in accordance with environmental regulations and sustainable practices.
  • Planning and scheduling – developing project plans, timelines, and milestones, identifying dependencies and potential risks, and reporting these to senior management and internal governance bodies.
  • Assessing how projects within parks and open spaces can minimise anti‑social behaviour and become safe spaces.
  • Risk management – identifying, managing and mitigating potential project risks, including environmental risks.
  • Stakeholder management – collaborating with internal teams, external contractors and community members to ensure successful project delivery.
  • Maintaining accurate records and reports on project progress, including financial data, environmental compliance and waste reduction efforts.
  • Working with the council communications team to promote the various projects.
  • Establishing separate programmes for each project.
  • Assisting with the production of specifications for each project.
  • Co‑liaising with the Council’s procurement leads.
  • Arranging meetings with stakeholders.
  • Identifying and managing risks for each project and ensuring these risks are reduced.
  • Ensuring each project has driving down anti‑social behaviour and making safe spaces at the centre of its outcome, particularly in parks & open spaces.
  • Project management, particularly relating to the rejuvenation of parks and open spaces.

Qualifications:

  • Good communication skills.
  • Knowledge of rejuvenating parks and open spaces.
  • Experience working in parks and open spaces.
  • Experience in play‑space procurement, developing open spaces and data management/building.
  • Experience with lake management (desirable).
