Revenues Manager Southend-on-Sea, Essex | Hybrid (Minimum 1 Day in Office) Rate: £550 per day (Umbrella) IR35 Status: Inside IR35 Initial Contract Length: 6 months Extension Potential: Subject to requirements Working Hours: Full Time - 36 Hours Role Summary We are currently recruiting for an experienced Revenues Manager to join a busy local authority finance team near Southend-on-Sea, Essex, on an initial 6-month contract. The successful candidate will be responsible for leading the Revenues Service, overseeing Council Tax and Business Rates billing, collection and recovery, alongside Sundry Debts and Housing Benefit Overpayments. What You Will Do as a Revenues Manager ·Lead and manage the Revenues Service, overseeing the billing, collection, recovery and enforcement of Council Tax, Business Rates, Sundry Debts and Housing Benefit Overpayments. ·Manage and develop the revenues team, overseeing performance, staff development, training and service delivery to ensure statutory requirements and performance targets are achieved. ·Lead key financial processes, including annual billing, year-end procedures, statutory returns, collection rate monitoring, budget management and financial reporting. ·Review and improve operational procedures, implement legislative changes and oversee the effective use and development of Revenues and Benefits IT systems, including Civica OpenRevs. ·Work closely with senior management, finance teams and external stakeholders, managing complex recovery cases, procurement contracts and enforcement activities while deputising for the Assistant Director of Finance and Procurement when required. What You Will Need as a Revenues Manager ·Significant experience managing a local authority Revenues Service, with extensive knowledge of Council Tax, Business Rates, Sundry Debt collection and recovery procedures. ·Strong understanding of relevant legislation, statutory requirements and enforcement processes, including experience implementing legislative changes within a revenues environment. ·Proven experience leading and developing teams, managing performance, overseeing budgets and delivering service improvements. ·Experience managing annual billing and year-end processes, statutory returns, financial reporting and revenues IT systems, ideally including Civica OpenRevs, Civica Workflow and Efin. ·Excellent leadership, communication and stakeholder management skills, with the ability to manage complex cases, oversee projects and represent the service at senior-level meetings and legal proceedings.
