An opportunity has arisen for an experienced Chartered Structural Engineer to lead a high-profile structures function delivering complex infrastructure and asset management projects across highways and public assets. This role is critical in managing structural safety, emergency response, inspections, maintenance programmes and the delivery of structural engineering projects across a diverse portfolio including bridges, retaining walls, culverts, reservoirs and geotechnical assets.

This is a senior leadership role requiring both strong technical expertise and the ability to manage teams, budgets, stakeholders and emergency situations within a highly regulated environment.

The Role

You will lead and manage the Structures team, overseeing inspections, assessments, monitoring and maintenance programmes across a broad range of structural assets. You will act as the lead technical authority on all structural engineering matters, supporting both planned capital works and emergency response situations.

The position will involve managing structural design projects, overseeing contractors and consultants, providing technical leadership, and ensuring compliance with relevant legislation, standards and contractual obligations.

Key Responsibilities

  • Lead and manage the Structures team to deliver inspection, maintenance and structural engineering programmes.
  • Oversee inspections and assessments of bridges, retaining walls, culverts, subways, reservoirs and geotechnical assets.
  • Manage structural emergency responses including flooding, landslips, sinkholes and structural failures.
  • Undertake and review structural calculations, assessments and technical reports.
  • Develop capital maintenance programmes and provide repair recommendations.
  • Manage revenue and capital budgets, external funding and project costs.
  • Oversee procurement, tender evaluations and contractor management.
  • Provide technical guidance on structural matters to internal departments and external stakeholders.
  • Attend emergency incidents and provide structural safety decisions when required.
  • Support asset management planning and maintain structural asset databases.
  • Mentor and develop junior engineers and technical staff.
  • Represent the engineering function at stakeholder, regional and public meetings.

Requirements

  • Chartered Engineer status with ICE or IStructE.
  • Degree qualified in Civil or Structural Engineering.
  • Strong experience in bridge inspections and structural asset management.
  • Experience using structural calculation software such as TEDDS, SCALE or similar.
  • Knowledge of CDM Regulations 2015 and highway design standards.
  • Experience managing civil or structural engineering projects and budgets.
  • Strong understanding of contract management, procurement and project delivery.
  • Experience leading and managing technical teams.
  • Full UK driving licence.
  • Ability to respond to emergency situations outside normal working hours.

Desirable

  • NEC4 Project Management qualification.
  • Health & Safety qualification.
  • Experience with reservoirs, coal tips or geotechnical assets.
  • Experience using AutoCAD and asset management systems.
