Our client is seeking an experienced Procurement Manager to support the effective delivery of its procurement and supply chain activities across the business. You will be responsible for developing and implementing procurement strategies, managing supplier relationships and ensuring the business has access to a high-quality, competitive and resilient supply chain. The role will involve working closely with operational, commercial and senior management teams from tender stage through to delivery and close-out.

Key Responsibilities

  • Develop and implement procurement and supply chain strategies for tenders and live contracts.
  • Work closely with senior management to understand business objectives and procurement requirements.
  • Review future workload and identify potential supply chain risks and opportunities.
  • Ensure the business has access to a competitive, reliable and high-performing supplier and subcontractor network.
  • Lead supplier relationship meetings, performance reviews and category management activities.
  • Analyse procurement data, market conditions and expenditure to inform future strategies.
  • Monitor supplier and subcontractor performance, implementing improvement actions where required.
  • Ensure procurement resources are deployed effectively across the wider business.
  • Maintain compliance with internal procurement policies, processes and governance requirements.
  • Support tender submissions by developing procurement strategies and contributing to quality responses.
  • Challenge supplier and subcontractor pricing, identifying opportunities for value engineering, fixed pricing and commercial savings.
  • Coordinate the transition of procurement strategies from tender stage into delivery.
  • Agree procurement responsibilities with operational and commercial teams following contract award.
  • Manage the procurement of materials and subcontract packages in line with agreed procedures.
  • Complete procurement close-out reviews, recording commercial outcomes and lessons learned.
  • Identify opportunities to improve procurement processes, systems and documentation.
  • Support the development, coaching and performance of direct or indirect reports.
  • Communicate effectively with internal teams, suppliers and other external stakeholders.
  • Ensure all activities are completed in accordance with company health, safety, environmental, quality and sustainability procedures.

Skills and Experience

  • Strong all-round procurement experience within the construction, civil engineering or infrastructure sector.
  • Detailed understanding of the construction supply chain and subcontract procurement process.
  • Experience developing procurement strategies at both tender and delivery stages.
  • Strong commercial awareness, including pricing, negotiation and value engineering.
  • Experience managing supplier relationships and monitoring supply chain performance.
  • Ability to analyse procurement data, expenditure and wider market trends.
  • Strong planning, organisation and workload management skills.
  • Confident communicator with the ability to influence senior stakeholders, operational teams and external suppliers.
  • Previous management, coaching or mentoring experience would be advantageous.
  • Good understanding of the wider economic factors affecting the construction market.
