We are currently looking for an experienced Housing Enforcement Lead to provide operational and functional leadership across a Housing & Vulnerability service. The role will take a lead across Private Sector Housing, Renters' Rights and wider Housing Strategy, combining technical expertise with day-to-day team leadership and responsibility for resolving complex cases. The role offers hybrid working, with 2 days per week working from home. The Role ·Provide functional leadership across Private Sector Housing, including HHSRS, HMO licensing, Fire Safety in High Rise Dwellings, Asylum Accommodation and Public Health in Housing. ·Lead on the implementation and enforcement of Renters' Rights requirements. ·Provide functional leadership across Housing Strategy, including Homelessness, Temporary Accommodation, Supported Accommodation and Affordable Housing. ·Provide day-to-day leadership to ensure work processes, standards, performance and regulatory compliance are maintained and continuously improved. ·Act as the technical lead for Private Sector Housing and Renters' Rights, personally managing more complex and contentious cases. ·Provide specialist advice and support to officers dealing with cases of varying complexity. ·Train, mentor and develop officers to ensure consistently high standards of casework and enforcement. ·Develop procedures, guidance and tools to support consistent decision-making and regulatory compliance. ·Prepare witness statements, evidence and legal cases relating to enforcement action, appeals, tribunals and hearings. ·Support the operational management of the service, including performance, budgets, complaints and appeals. ·Contribute to wider transformation, service improvement and externally funded housing initiatives. Key Requirements ·Significant experience within Private Sector Housing or Housing Enforcement in a local authority environment. ·Strong technical knowledge of HHSRS, HMO licensing and Private Sector Housing legislation. ·Experience managing complex and contentious housing enforcement cases. ·Strong understanding of Renters' Rights implementation and enforcement. ·Experience preparing enforcement cases, witness statements and evidence for legal proceedings, tribunals or appeals. ·Experience providing technical leadership, supervision and guidance to housing enforcement professionals. ·Previous experience leading or supervising a Private Sector Housing or Housing Enforcement team. ·Understanding of wider housing services, including Homelessness, Temporary Accommodation, Supported Accommodation and Affordable Housing. ·Experience maintaining and improving operational processes, performance standards and regulatory compliance.
