An excellent opportunity has arisen for an experienced Compliance Manager to join a London Local Authority on an interim basis. This role will take the lead on statutory property compliance across a diverse corporate estate, ensuring the council meets all regulatory and legislative obligations while driving continuous improvement in compliance management and governance.

Reporting to the Head of Compliance, Maintenance and Facilities Management, you will manage a small team of Compliance Officers and oversee specialist contractors delivering compliance inspections, testing and remedial works across the property portfolio.

Key Responsibilities

  • Lead property compliance across the council's estate, including: Gas, Electrical, Fire Safety, Water Hygiene / Legionella, Asbestos, Lifts, Lightning Protection, LOLER and PUWER requirements.
  • Manage statutory inspection programmes and ensure compliance obligations are met.
  • Procure and oversee compliance surveys, testing programmes and remedial works.
  • Monitor contractor performance, ensuring compliance works are delivered to specification, budget and timescales.
  • Develop and maintain compliance policies, procedures and governance frameworks.
  • Conduct audits and inspections to monitor ongoing compliance performance.
  • Produce reports and compliance assurances for senior management.
  • Manage compliance data, certification records and CAFM systems.
  • Support procurement, contract management and re-tendering of compliance service contracts.
  • Lead on compliance risk management and ensure the portfolio remains audit-ready.
  • Provide technical advice and guidance to stakeholders across the organisation.

Requirements

  • Significant experience managing property compliance within a local authority, public sector or large corporate estate environment.
  • Strong knowledge of statutory compliance disciplines including asbestos, fire safety, gas, electrical, water hygiene and mechanical & electrical compliance.
  • Experience managing contractors, consultants and compliance programmes.
  • IOSH, NEBOSH General Certificate or equivalent qualification.
  • Degree, HNC/HND or equivalent qualification within a construction, building surveying, engineering or property-related discipline.
  • Experience using CAFM systems and managing compliance data.
  • Strong reporting, stakeholder management and leadership skills.
  • Membership of a relevant professional body such as RICS, CIBSE or equivalent is desirable.
