An exciting opportunity has arisen for a Senior Transport Officer to lead the mobilisation and ongoing management of a new e‑bike concession contract for a Council in South London. This high‑profile role will see you acting as the council's lead client representative, overseeing operator performance, contract compliance and the successful delivery of a shared micromobility network. Working across a complex stakeholder environment, you will play a key role in ensuring the scheme delivers safe, accessible and sustainable transport outcomes for residents.

Key Responsibilities

  • Lead the mobilisation of a new cross-borough e‑bike concession contract ahead of launch.
  • Manage concession operators, ensuring compliance with contractual obligations, service level agreements and performance standards.
  • Monitor operational performance using live data platforms, dashboards and fleet management systems.
  • Oversee contract governance, commercial performance and financial management of the concession framework.
  • Coordinate the delivery and optimisation of e‑bike parking infrastructure across both boroughs.

Requirements

  • Proven experience within micromobility, shared mobility, e‑bike operations or sustainable transport.
  • Strong background in contract management, concession management or client‑side service delivery.
  • Experience managing suppliers and holding operators accountable against KPIs and service standards.
  • Strong commercial awareness and financial management experience.
  • Ability to interpret operational data and translate insights into service improvements.
  • Excellent stakeholder management, negotiation and communication skills.
  • Experience working within local government, transport or regulated service environments would be highly desirable.
