We are currently looking for an experienced Procurement and Contract Management Manager to join a busy corporate procurement function. This role will have a particular focus on supporting Housing Services, leading complex procurement exercises and ensuring compliance with public sector procurement legislation.
The successful candidate will lead end-to-end procurement activity, from sourcing strategy and market engagement through to tendering, contract award and contract management. This position would suit someone with significant public sector procurement experience and a strong understanding of current procurement legislation and governance requirements.
The Role
- Leading procurement and contract management activity, with a primary focus on Housing Services.
- Managing end-to-end procurement exercises from sourcing strategy through to contract award.
- Providing procurement advice and guidance on tendering, contract management and procurement strategy.
- Managing tender documentation, procurement notices and procurement governance requirements.
- Undertaking supplier due diligence and market engagement activities.
- Managing procurement activity through the Proactis system.
- Reviewing tender documentation to ensure compliance with procurement legislation and council regulations.
- Supporting the development and implementation of procurement and commercial strategies.
- Managing procurement projects and strategic sourcing initiatives.
- Working with senior stakeholders, commissioners and external partners to deliver procurement objectives.
Key Requirements
- Significant experience working within public sector procurement and contract management.
- Extensive knowledge of the Procurement Act, Public Contracts Regulations 2015 (PCR 2015) and Provider Selection Regime (PSR).
- Experience managing complex end-to-end procurement and tendering exercises.
- Experience drafting procurement documentation and managing procurement notices.
- Experience developing sourcing strategies and undertaking supplier due diligence.
- Experience using Proactis or similar e-procurement systems.
- Experience managing procurement governance and compliance requirements.
- Experience working closely with Housing Services or housing-related procurements would be advantageous.
