Highways Development Control Manager

Job Description

A council in the Home Counties is going through a period of significant growth and transformation, with major infrastructure investment and large-scale development planned across the area.

This is an exciting opportunity for an experienced Highways Development Control professional to play a key role in shaping development across the borough.

Working closely with Planning and Highways teams, you will manage a team of four officers responsible for assessing the impact of proposed developments on the highway network.

You will provide technical expertise across highways, transport and planning, ensuring developments are safe, accessible and sustainable.

The role will involve working on several major applications over the coming years, providing the opportunity to follow projects through from pre-application discussions to final approvals.

Key Responsibilities

  • Manage and provide technical leadership to a team of four Development Control officers.
  • Assess the highway and transport implications of major development proposals.
  • Review and critically assess Transport Assessments, Transport Statements and other technical documents and plans.
  • Provide expert advice on national and local transport and planning policies.
  • Work closely with Planning, Highways and other internal teams throughout the development control process.
  • Negotiate with developers, consultants and stakeholders to secure appropriate highway and transport solutions.
  • Prepare and defend highway and transport objections where necessary, including at planning appeals and public inquiries.
  • Provide technical input from pre-application through to final approval.
  • Ensure proposed developments deliver safe, accessible and sustainable transport solutions.
  • Maintain awareness of major infrastructure projects and local highway schemes.
  • Work alongside the Local Land Charges Highway Searches team and remain aware of associated highway matters.

Candidate Profile

Essential:

  • Significant experience in Highways Development Control within a local authority environment.
  • Strong technical knowledge of highways, transport and planning policies, legislation and standards.
  • Proven experience reviewing and interpreting Transport Assessments and other technical transport documentation.
  • Experience assessing the highway impact of major development proposals.
  • Strong negotiation and stakeholder management skills.
  • Experience providing technical advice and defending highway objections.
  • Experience representing a highway authority at planning appeals and/or public inquiries.
  • Previous experience managing or providing technical leadership to a team.

Desirable:

  • Experience working on major development or large-scale infrastructure projects.
  • Knowledge of Local Land Charges Highway Searches.
  • Experience working within a rapidly developing local authority environment.
  • Understanding of major infrastructure investment and strategic transport schemes.
