We are recruiting for experienced Head of Service (Housing). This is a critical leadership role overseeing the strategic and operational management of all housing services - including Housing Needs & Homelessness, Tenancy Services and Rent, and Private Sector Housing. You will be a key member of the Operational Management Board, providing high-level input into corporate strategy while ensuring housing services deliver outstanding outcomes for residents. The role includes a commitment to on-call duties approximately 4-5 weeks per year, including cover during holiday periods. You will be required to be on site minimum 2 x a week.

The Role

  • Lead and continuously improve the delivery of Housing Management services, ensuring they are responsive, efficient, and meet statutory obligations.
  • Oversee services including homelessness prevention, housing advice, tenancy and rent services, and private sector housing regulation.
  • Drive service-wide performance and customer satisfaction, embedding a culture of continuous improvement and innovation.
  • Use data and performance analytics to shape policy and improve service delivery, ensuring services are evidence-led and outcome-focused.
  • Act as a strategic lead on housing issues across the organisation, contributing to wider corporate goals and working closely with political and executive leadership.
  • Engage residents, landlords, and partner agencies to co-produce services and policies that reflect the needs of the local community.
  • Lead safeguarding and corporate parenting responsibilities within the housing service.
  • Work across council departments to promote joined-up service delivery and strategic collaboration.

Key Requirements

  • Educated to Degree Level or equivalent in a housing-related field.
  • Evidence of Continuing Professional Development (CPD) in Housing Management.
  • Chartered membership of the Chartered Institute of Housing (CIH) or working towards.
  • Substantial leadership and senior management experience in housing within a complex local authority or similar organisation.
  • Strong knowledge of housing law, policy, and strategic housing management.
  • Proven track record in delivering high-performance, customer-focused housing services.
  • Experience managing large budgets and leading cross-functional teams.
  • Excellent communication, political awareness, and stakeholder engagement skills.
  • A confident and resilient leader with a strong commitment to equality, inclusion, and continuous service improvement.
