We are recruiting on behalf of our Local Authority client in East London for an experienced Fleet Manager to join their operational services team on an interim contract basis. In this role, you will lead the strategic and operational management of a large and diverse council fleet including HGVs, specialist waste vehicles, light commercial vehicles, and plant. You will be responsible for ensuring full compliance, cost control, operational efficiency, and service continuity across essential frontline services. You will work closely with senior stakeholders across Waste, Highways, Environmental Services, and Procurement to support the delivery of safe, compliant, and sustainable fleet operations.
Key Responsibilities
- Lead the day-to-day management of the council's fleet operations and workshop functions.
- Ensure full compliance with Operator's Licence requirements, DVSA regulations, and health & safety legislation.
- Manage fleet procurement, replacement programmes, leasing arrangements, and disposal strategies.
- Oversee planned maintenance schedules, inspections, MOTs, servicing, and breakdown response.
- Manage external suppliers, maintenance contractors, and fleet service providers.
- Monitor budgets, cost recovery, and value for money across fleet operations.
- Implement initiatives to support fleet electrification, sustainability targets, and carbon reduction goals.
- Provide leadership to fleet teams including supervisors, technicians, and operational staff.
- Produce performance reports and KPIs for senior leadership and elected members.
- Support service transformation and operational improvement programmes.
Candidate Profile
- Proven experience working as a Fleet Manager / Transport Manager within a local authority or large public-sector organisation.
- Strong working knowledge of UK fleet compliance, Operator's Licence requirements, and transport legislation.
- Experience managing large mixed fleets including HGVs and specialist municipal vehicles.
- Demonstrable leadership and stakeholder management skills.
- Experience managing large operational budgets and contracts.
- Ability to operate at a senior operational and strategic level within a council environment.
