This role plays a key part in the strategic and operational management of the borough's street lighting service, supporting the safe, efficient, and compliant delivery of public lighting infrastructure. You will be responsible for asset, budget, and contractor management, providing technical lighting expertise, and working closely with a wide range of internal and external stakeholders to deliver high-quality outcomes for the borough.

Key Responsibilities

  • Manage and maintain approximately 17,000 street lighting assets across the borough.
  • Lead asset management strategies to ensure network safety, reliability, and compliance.
  • Manage capital and revenue budgets, including £880k capital and £350k revenue budgets for the 2023/24 financial year.
  • Oversee contractor performance, managing two external contractors and one direct labour officer.
  • Provide technical expertise in lighting design, producing in-house designs and reviewing third-party submissions.
  • Manage and coordinate street lighting schemes from design through to delivery.
  • Liaise with internal teams including Highways, Engineering, and Public Realm.
  • Manage relationships with external stakeholders, including Government authorities, utility companies, and consultants.
  • Engage with elected Members, responding to Councillor enquiries and supporting ward-level priorities.
  • Communicate effectively with residents and manage engagement with community groups.
  • Ensure compliance with relevant legislation, standards, policies, and best practice guidance.

Candidate Profile

Essential

  • Experience managing street lighting or public lighting assets.
  • Strong knowledge of street lighting design standards and asset management principles.
  • Experience managing capital and revenue budgets within a Local Authority environment.
  • Proven experience managing contractors and performance monitoring.
  • Strong stakeholder management skills, including engagement with Members and the public.
  • Local Authority experience.

Desirable

  • Experience managing large-scale lighting networks or PFI-style contracts.
  • Knowledge of current lighting technologies and energy efficiency initiatives.
  • Strong written and verbal communication skills.
  • Ability to manage competing priorities and work to tight deadlines.
