Carrington West is supporting a major public sector organisation with the appointment of an experienced Organisational Design & Transformation Lead to deliver a significant transformation programme within a complex transport environment. This is a senior, hands-on assignment requiring someone who can assess an existing organisation, develop a future-state Target Operating Model (TOM) and lead the transition into a more effective structure and way of working. The successful candidate will work closely with senior leadership and key stakeholders to take the programme from diagnosis and design through to implementation and embedding change.

Key Responsibilities

  • Assess the current organisational structure, capabilities, resources and ways of working.
  • Develop and implement a future-state Target Operating Model.
  • Design organisational structures, roles, responsibilities and reporting arrangements.
  • Review governance, accountability and decision-making arrangements.
  • Identify opportunities to improve operational effectiveness and service delivery.
  • Review and redesign key business processes and ways of working.
  • Undertake as-is / to-be process mapping and identify opportunities for simplification and efficiency.
  • Develop practical transition plans and implementation roadmaps.
  • Work with senior leadership, HR and other stakeholders to deliver organisational change.
  • Support employee engagement and consultation throughout the transformation.
  • Identify and manage transformation risks, dependencies and benefits.
  • Ensure new structures and processes are successfully implemented and embedded.

About You

We are looking for an experienced transformation professional who can demonstrate:

  • Significant experience delivering organisational design and transformation programmes within large, complex organisations.
  • Strong experience developing and implementing Target Operating Models.
  • A track record of delivering organisational restructuring and operating model change.
  • Experience reviewing and improving governance, accountability and decision-making.
  • Strong process mapping, service improvement and business transformation capability.
  • Experience developing new organisational structures, responsibilities and ways of working.
  • Experience managing the people aspects of organisational change and consultation.
  • Confidence working with senior executives and a broad range of stakeholders.
  • Experience within transport, infrastructure, local government or another complex public sector environment would be highly beneficial.

This role would particularly suit an experienced Organisational Design Lead, Transformation Lead, Operating Model Lead, Business Transformation Consultant or Target Operating Model specialist who is comfortable moving quickly from strategy and design into practical delivery.
