To coordinate and provide high-quality first-line HR advice, guidance, and signposting to managers across Worcestershire County Council. The role supports the effective delivery of HR processes, promotes best practice, and enables managers to become confident and self-sufficient in managing people matters, while ensuring compliance with policies, procedures, and employment legislation.

Key Responsibilities

  • HR Advice, Guidance and Customer Service: Act as the dedicated first point of contact for managers seeking HR advice, guidance, information, and solution-based signposting. Deliver a high-quality, responsive, and professional HR service via telephone, email, Microsoft Teams, and face-to-face interactions. Provide timely first-line advice and guidance, escalating complex or higher-risk cases to senior HR colleagues where appropriate. Allocate advice and guidance queries, cases, or change programme activity in discussion with the HR Delivery Manager.
  • HR Process Coordination and Administration: Coordinate and support the effective operation of HR processes and procedures across the organisation. Input, maintain, and monitor accurate HR data associated with HR activity and casework. Maintain logs and trackers to ensure HR policies, processes, and projects are reviewed in line with agreed timelines. Identify and escalate issues where legislation or policy changes impact existing HR processes.
  • Casework and Operational Support: Manage a small, developmental caseload of low-level and low-risk absence and performance cases. Provide support to HR Advisors, HR Operations Partners, and the wider HR team to ensure efficient delivery of the complete HR service. Take accurate minutes in HR meetings, investigations, and hearings as required.
  • Manager Development and Self-Service: Support the development of managers’ HR knowledge and capability through guidance on HR policies, systems, forms, and procedures. Encourage manager self-service and independence by promoting correct use of HR systems and processes. Develop and maintain a log of managers who experience repeated difficulties with HR processes and identify associated training needs.
  • Projects, Reporting and Continuous Improvement: Coordinate and support ad hoc HR projects, research, and reporting as required. Collate and elevate recurring system failures or process issues that impact service delivery. Work with internal and external partners, including payroll, occupational health providers, and suppliers, to ensure effective and seamless HR service delivery.
  • Professional Development and Team Working: Attend relevant CPD, training, and employment law updates to maintain professional knowledge. Develop and maintain effective working relationships across the HR function to support a consistent and collaborative team approach.
