HR Business Partner

  • Partner with senior leaders, service managers and school leaders to deliver strategic and operational HR support aligned with organisational objectives and workforce plans.
  • Provide expert advice on complex employee relations matters, including disciplinary, grievance, capability, performance management, absence management, conflict resolution and safeguarding issues, ensuring compliance with employment legislation and organisational policies.
  • Manage complex HR casework from initial consultation through to formal hearings, appeals and employment tribunals, providing advice to decision-making panels, preparing documentation, supporting witnesses and working alongside legal teams.
  • Assess employment law risks, develop practical solutions and negotiate appropriate outcomes, including settlement agreements where required.
  • Lead and support organisational change initiatives, including restructures, redundancies, TUPE transfers, workforce redesign and consultation processes, ensuring legal compliance and effective change management.
  • Develop, review and implement HR policies and procedures, monitoring changes in employment legislation and case law to ensure organisational compliance and adoption of best practice.
  • Build strong relationships with trade unions, leading consultation and negotiation meetings to support organisational change and employee relations activities.
  • Deliver HR briefings, coaching and training to managers and school leaders on employment law, HR policies, employee relations and people management practices.
  • Conduct independent workplace investigations, gathering and analysing evidence, preparing comprehensive investigation reports and presenting findings at formal hearings where required.
  • Analyse workforce data and HR metrics to identify trends, provide insight and recommend interventions to improve organisational performance and workforce effectiveness.
  • Coordinate responses to Subject Access Requests (SARs) and Freedom of Information (FOI) requests, ensuring compliance with data protection legislation.
  • Lead designated HR policy areas, acting as a subject matter expert and providing guidance across the wider HR team.
  • Provide mentoring, coaching and professional supervision to HR Advisors, supporting their development and overseeing complex case management.
  • Manage the HR Duty Desk on a rota basis, ensuring timely and consistent HR advice across the organisation.
  • Represent the HR function at internal working groups, cross-functional projects, external stakeholder meetings and statutory proceedings, deputising for Senior HR Business Partners where required.

Qualifications and Expertise

  • Trusted adviser to senior managers on complex people management and organisational change matters.
  • Extensive experience managing high-risk employee relations cases and supporting employment tribunal proceedings.
  • Strong knowledge of UK employment law, HR best practice and public sector employment policies.
  • Experienced in organisational restructuring, workforce planning and change management within unionised environments.
  • Skilled in stakeholder management, negotiation, conflict resolution and building effective working relationships across all organisational levels.
  • Proven ability to interpret workforce data, identify trends and implement evidence-based HR solutions.
  • Committed to developing managers and HR colleagues through coaching, mentoring and training.
