About the Role

We are seeking an experienced

Streetworks Inspector to join the Traffic & Transport Strategy team. Reporting to the Principal Streetworks Coordinator, you will provide technical guidance and operational support in accordance with

NRSWA (New Roads and Street Works Act) and

TMA (Traffic Management Act) legislation.

You will be responsible for supporting the coordination, monitoring and compliance of streetworks undertaken by utility companies and other works promoters across the highway network.

The role combines streetworks inspection, NRSWA compliance, ETo N/Symology systems administration, defect monitoring, charging and liaison with external organisations .

Key Responsibilities

  • Coordinate and monitor streetworks in accordance with statutory requirements and relevant NRSWA and TMA legislation.
  • Maintain the
  • Electronic Street Works Register and update the

Symology system and other relevant databases.

  • Receive, process and raise ETo N notices and ensure streetworks information is accurate and up to date.
  • Monitor

Section 81 defective apparatus cases, arrange inspections and ensure utility companies rectify defects within the required timescales.

  • Carry out sample, defect and other statutory streetworks inspections.
  • Monitor defect inspections and follow up outstanding remedial works.
  • Monitor rejected ETo N batch files and liaise with works promoters to resolve issues.
  • Provide technical advice regarding streetworks licences and associated procedures.
  • Assist with drafting

Temporary Traffic Orders relating to utility works.

  • Monitor works in accordance with statutory obligations and relevant Council procedures.
  • Assist with the application and recovery of

Section 74, lane rental, inspection and other NRSWA charges .

  • Support the issuing of

Fixed Penalty Notices (FPNs) where appropriate.

  • Prepare draft invoices, invoice statements and supporting documentation for charges incurred by works promoters.
  • Liaise with utility companies, contractors and other works promoters to resolve charging issues and disputes.
  • Produce regular technical, financial and non-financial reports relating to NRSWA and streetworks activity.
  • Assist with monitoring income and expenditure relating to NRSWA and the London Permit Scheme.
  • Support regular audits of streetworks licences, payment records and electronic documentation.
  • Input and extract data in accordance with agreed procedures.
  • Maintain and update process and workstream documentation for the Network Management Team.
  • Support the Principal Streetworks Coordinator and Streetworks Coordinator in improving procedures and IT systems.
  • Provide advice and support to Highways colleagues on streetworks licence procedures.
  • Attend meetings and liaise with Council departments and external organisations as required.
  • Deal effectively with enquiries and routine correspondence relating to streetworks.
  • Promote the Council’s customer care, equal opportunities, environmental and health and safety policies.

Essential Experience and Knowledge

  • Experience working within streetworks, highways, network management or a related local authority environment .
  • Good working knowledge of

NRSWA and TMA legislation .

  • Experience monitoring or inspecting utility streetworks.
  • Understanding of streetworks notifications, permits/licences and statutory requirements .
  • Experience using

ETo N or similar streetworks management systems.

  • Experience using

Symology or a comparable highways/streetworks database.

  • Understanding of

Section 81 defects, Section 74 charges, FPNs and inspection charges .

  • Experience liaising with utility companies, contractors or works promoters.
  • Good IT, data management and report-writing skills.
  • Strong communication, organisation and dispute-resolution skills.
