We are seeking an experienced Highways Engineer (Planning) to join the Development Management service, supporting the delivery of major residential, commercial, and mixed-use developments across the borough. You will provide expert highways and transportation advice on planning applications, ensuring developments are safe, sustainable, and aligned with local and national planning and transport policy. The role sits at the interface between planning, transport, and development, requiring strong technical judgement and the ability to work collaboratively with multiple stakeholders. You will manage a varied caseload of development proposals from pre‑application stage through to determination, including complex and major schemes.

Key Responsibilities

  • Provide highways and transportation advice on planning applications, including residential, retail, commercial, and mixed‑use developments
  • Assess and negotiate Transport Assessments, Transport Statements, Travel Plans, and associated technical highway submissions
  • Review and advise on junction design, access arrangements, parking provision, servicing, active travel, and highway safety
  • Support and attend pre‑application meetings, providing clear and practical guidance to developers and consultants
  • Negotiate planning conditions, Section 106 obligations, and Highway Agreements where required
  • Work closely with planning officers and technical specialists to support timely and robust planning decisions
  • Represent the authority at meetings, appeals, and inquiries when necessary
  • Ensure highway and transport considerations align with local transport strategies, planning policy, and sustainable travel objectives

About You

We are looking for a confident and experienced highways or transport professional with strong technical and communication skills. You will have:

  • Extensive experience in highways development management, ideally within a local authority or consultancy environment
  • A proven track record of assessing major residential, commercial, and mixed‑use developments
  • Strong knowledge of UK highways and planning legislation, policy, and guidance
  • Experience reviewing Transport Assessments, Travel Plans, and technical highway drawings
  • Confidence interpreting complex technical information and providing clear professional advice
  • Strong stakeholder management and negotiation skills
  • Ability to manage a busy caseload and meet statutory deadlines

Essential Skills & Knowledge

  • Highways development management / development control experience
  • Understanding of Transport Assessments, junction modelling, and access design
  • Knowledge of Section 106 agreements and planning conditions
  • Familiarity with Manual for Streets and DMRB standards
  • Understanding of UK planning system and development management processes
