Main Purpose of the Role

To lead and manage the Private Sector Housing team, ensuring homes across Central Bedfordshire meet statutory housing standards and are safe, suitable and well-maintained.

The role involves overseeing Housing Assistance programmes, managing complex enforcement cases, providing expert technical advice and supporting the development of specialised housing services. You will also line manage Environmental Health Officers (EHOs) and Technical Officers, ensuring effective service delivery and compliance with relevant legislation.

Typical Day Overview

  • Lead and manage a team of EHOs and Technical Officers, overseeing workloads, performance and service delivery.
  • Manage complex Private Sector Housing cases, including Houses in Multiple Occupation (HMOs), inspections and enforcement action.
  • Provide technical guidance and support to officers on complex cases, legislation and enforcement procedures.
  • Review prosecution files, tribunal cases and financial penalty notices before submission.
  • Support Housing Assistance programmes, advising residents and helping improve housing conditions.
  • Conduct property inspections, assist with serving notices and prepare evidence files where required.
  • Act as the first point of contact for customers, providing expert advice and resolving complex enquiries.
  • Work closely with the Head of Housing Solutions to develop and improve housing services.

Key Skills and Responsibilities

  • Team Leadership: Line manage, motivate and support EHOs and Technical Officers, ensuring high standards of performance and service delivery.
  • Housing Enforcement: Apply statutory powers and relevant legislation to improve private sector housing conditions.
  • Complex Case Management: Lead on complex enforcement cases, including HMOs, inspections, notices, prosecutions and tribunal matters.
  • Technical Expertise: Provide specialist advice and guidance to officers on housing legislation, enforcement and technical matters.
  • Quality Assurance: Review prosecution files, financial penalty notices, tribunal cases and supporting evidence.
  • Housing Assistance: Support the delivery and development of Housing Assistance policies, grants and related programmes.
  • Customer Service: Provide professional advice and guidance to residents, landlords and other stakeholders.
  • Service Development: Support the Head of Housing Solutions in improving services, achieving housing renewal objectives and maximising public and private investment.
  • Partnership Working: Work collaboratively with internal teams, external agencies, landlords and other stakeholders.
  • Performance Management: Monitor workloads, service standards and team performance, identifying opportunities for continuous improvement.

Essential Requirements and Qualifications

  • Proven experience in Private Sector Housing, Environmental Health or Housing Enforcement.
  • Experience of managing or supervising a team of Environmental Health Officers or Technical Officers.
  • Strong knowledge of housing legislation, statutory enforcement powers and private sector housing standards.
  • Experience managing complex housing cases, including HMOs, inspections, enforcement notices and prosecutions.
  • Experience reviewing prosecution files, tribunal cases or financial penalty notices.
  • Knowledge of Housing Assistance policies, grants and housing improvement programmes.
  • Excellent leadership, communication, organisation and problem-solving skills.
  • Ability to provide technical advice, manage competing priorities and make sound decisions.
