Client: Cambridgeshire County Council

Location: Mondays & Fridays working from office, New Shire Hall Alconbury. Remainder of week flexible

Duration of assignment: 6 months

Working hours: 37

Rate: £220.18 PAYE – £300 Umbrella

Responsibilities

  • Project Management Expertise
    • Provide leadership support within the Project Delivery Highways Service team to ensure the effective delivery of projects that improve the transport infrastructure network.
    • Provide advice on highway engineering, project and programme management, procurement, community engagement and delivery of improvements.
    • Prepare detailed technical reports ensuring clarity, engagement with stakeholders, and clear requirements.
    • Direct, guide and manage project delivery to ensure high quality objectives are met.
    • Lead on key aspects of project expertise for commissioned projects.
    • Manage technical approval of projects considering design, procurement, programme, and customer consultation.
    • Develop efficient processes for project review, reporting progress, risk, costs and completion to the Programme Board.
    • Implement robust programmes for all projects with appropriate change control processes.
    • Plan, manage and lead projects ensuring effective co-ordination and integration of activities.
    • Devise systems for project delivery engaging with colleagues, partners, and customers.
  • Programme Management, Procurement and Delivery
    • Contribute to ensure projects are delivered efficiently and represent value for money.
    • Provide the Project Team Leader with integrated work programmes with clarity in decision making.
    • Ensure major contracts are procured effectively to achieve VFM targets.
    • Incorporate measures in projects to minimise risk and adverse impact on the environment.
    • Advise Councillors on planning and delivery of individual projects.
  • Financial, Contract and Risk Management
    • Control and monitor the capital programme with the Project Team Leader.
    • Prepare monthly progress reports on actual and forecast expenditure.
    • Report variances and forward expenditure plans for projects.
    • Identify financial pressures and take action to manage them.
    • Implement risk monitoring processes in accordance with corporate guidelines.
  • Partnership Working
    • Engage with key partners to deliver maintenance and infrastructure projects.
    • Maintain effective partnerships and collaborative working with stakeholders.
    • Ensure timely exchange of relevant information with stakeholders.
  • Communication and Customer Focus
    • Promote customer focus as a core value in projects.
    • Align service objectives with local community and business needs.
    • Seek input from local communities and stakeholders throughout project development.
    • Ensure effective consultation processes to inform the public about proposals.
    • Keep stakeholders informed about project progress.
    • Develop policies to evaluate feedback for continuous improvement.
  • Staff Management and Development
    • Inspire and motivate staff to achieve their maximum potential.
    • Recruit, train, develop and reward staff to meet team and Council needs.
    • Create a culture of empowerment and collaboration.
    • Impart knowledge through mentoring and coaching.
    • Advocate for the apprentice programme to develop future service delivery.

Person Specification

Qualifications Required (Project Manager)

  • Essential – HND or degree in Project Management, or relevant experience.
  • Desirable – Evidence of continued personal/professional development.
  • Desirable – A relevant professional membership e.g. Chartered/Incorporated Engineer.
  • Desirable – A relevant Management qualification.

Knowledge and Experience

  • Essential – Proven track record in leading transport infrastructure projects.
  • Essential – Extensive programme/project management experience.
  • Essential – Knowledge of technical and contractual requirements.
  • Essential – Experience in budget management.
  • Desirable – Experience of working with elected politicians.
  • Essential – Good negotiation skills and ability to develop relationships.
  • Essential – Practical experience in dealing with consultants and contractors.
  • Desirable – Develop partnerships at high levels with other agencies.
  • Essential – Proven experience of financial and resource planning.
  • Desirable – Experience in Contract Procurement and Management.
  • Essential – Experience of developing focused strategies and prioritising actions.
  • Desirable – Fully compliant with latest Project Management Software tools.
  • Essential – Proven track record in engaging diverse stakeholder groups.
  • Essential – Proven experience in managing a skilled workforce.
  • Desirable – Can assimilate complex information for strategic reporting.
  • Essential – Extensive track record in practical design and innovative solutions.
  • Essential – Working knowledge of Health and Safety law and CDM Regulations.
