SKILLS & ABILITIES 1. Expertise – Demonstrates knowledge of street care processes and the associated service delivery through effective works supervision and understands performance monitoring to agreed or set targets. Has an appreciation of contract management and has the ability to develop and apply knowledge and skills effectively. 2. Planning & Organising – Plans, co-ordinates and delivers own tasks and workload effectively to meet agreed and set targets. Adapts quickly to changing situations with the ability to manage time effectively. 3. Initiative – capable of being proactive in identifying and resolving practical problems and proposing service improvements. 4. Communications – Ability to communicate effectively within the organisation and to customers, consultants, contractors, courts, external agencies orally and through letters, short reports, meetings, etc. 5. Team – Ability to work within a team and make positive contributions to overall effectiveness including the training of junior members of staff. 6. IT – Has ability to use standard word processing and spreadsheet software and develop knowledge and use of other software applications applicable to the job. |
KNOWLEDGE 1. Has an appreciation of quality management techniques and has the ability to work within defined quality systems. 2. Has an appreciation of highway, contract and related law and the ability to apply that knowledge. 3. Has an appreciation of financial control and of local authority financial regulations and how they should be applied in the various circumstances encountered. 4. EXPERIENCE 1. Suitable experience of highway maintenance and / or utility company operations. 2. Experience of developing working practices to adhere to the business needs and statutory functions. 3. Experience of managing difficult and contentious issues arising with members of the public, contractors, utility companies and Councillors. |
QUALIFICATIONS 1. Have attained accreditation in accordance with the Qualifications of Supervisors and Operatives Regulations under NRSWA 1991 (or has a willingness to attain). 2. Have attained accreditation in accordance with the LANTRA Highway Safety Inspector training (or has a willingness to attain). |
SPECIAL REQUIREMENTS 1. Genuine commitment to providing a friendly, responsive and professional service. 2. Responds to emergency callouts and participates in winter service out of normal hours standby arrangements. 3. Work from any offices as directed or other location agreed by management and be flexible in working arrangements to accord with the exigencies of the service. 4. Maintain a current driving licence. 5. Commitment to continuous personal development. |
