Job Purpose: To act as the lead officer responsible for developing and embedding the Council’s Corporate Landlord approach, providing greater centralisation and coordination across all activities related to the Council’s general fund assets. Leading the development and implementation of the Corporate Property Strategy, managing major corporate property projects, and offering strategic advice to all Council departments. Overseeing asset and estate management functions, including acting as the informed client and supervising external valuers for accounting valuations. As Head of the Property Service, the role involves managing the Property Team, setting the Service’s strategic direction, establishing processes and procedures for compliance with corporate and statutory reporting, managing budgets, and overseeing monthly financial reporting. Building relationships with other services, external partners, third-party organizations, members, and property stakeholders is also a key component.

Corporate Accountabilities:

  • Work with colleagues to set and achieve service plan objectives and targets.
  • Ensure compliance with data protection legislation and the council’s Information Security Policy.
  • Work flexibly and adaptively regarding hours and location, including remote and home working as needed.
  • Participate in performance development, talent reviews, and team development activities.
  • Promote and comply with the council’s diversity and equality policies.
  • Ensure full compliance with health and safety legislation and policies.
  • Understand and uphold the commitment to Section 17 of the Crime and Disorder Act 1998.
  • Undertake other activities as agreed by senior management, consistent with the role.
  • Maintain relevant mandatory training as required by legislation.

Key Service Accountabilities:

  • Lead the Corporate Property function and manage the property team, setting strategic direction and processes.
  • Lead corporate property projects and provide professional support to major council projects from a property perspective.
  • Develop and implement a property policy framework to guide decision-making and asset management strategies, including maintenance programs.
  • Monitor asset performance and report on KPIs and performance indicators.
  • Contribute to broader council initiatives, considering future property needs and models for the occupational estate.
  • Identify, appoint, and supervise external service providers for property expertise or resources.
  • Report to the Strategic Property Board and Accommodation Board, providing strategic advice and reports to stakeholders.
  • Manage projects involving staff or external consultants to ensure successful delivery and high-quality outcomes.
  • Collaborate across directorates to meet property needs and strategies.
  • Promote a customer-oriented approach in service provision, ensuring compliance with policies, statutes, and regulations.
