Digital & IT is a shared service between Kingston and Sutton councils providing digital and technology services. The role reports directly to the Portfolio Manager and is responsible for leading a range of projects across both councils, focusing on user‑centred, modern digital services.
Purpose of the Role: To deliver projects that meet user needs by providing strong operational leadership and ensuring high quality governance, budget, risk management and benefits realisation.
Key Activities:
- Plan, coordinate and deliver projects using Waterfall, Prince2, Agile or Lean approaches.
- Maintain clear progress reporting, budgeting, risk registers and benefits tracking.
- Communicate effectively to stakeholders at all levels, providing accurate status updates and facilitating informed decision‑making.
- Manage resources, including virtual teams, contractors and vendor services, to optimise value and service quality.
- Co‑pilot and coach junior staff, fostering a culture of continuous improvement and innovation.
- Support commissioning, performance management and contract delivery to achieve value for money.
- Build strong partnerships with internal and external stakeholders, promoting equity, diversity and inclusive services.
Qualifications
Essential Experience:
- Experience delivering high quality projects with proven track record of on‑time, on‑budget delivery.
- Knowledge of Waterfall, Prince2 and Agile (Scrum, Kanban) methodologies.
- Strong governance, risk, budget and benefits management skills.
- Excellent communication and stakeholder management abilities.
- Coaching or mentoring experience within project or cross‑functional teams.
- Understanding of Digital & IT strategy and value‑based delivery.
Preferable Experience:
- Active participation in a Digital and IT community.
- Advocacy for appropriate governance tools and practices.
- Coaching in Agile and Lean practices.
