The Performance Business Intelligence Officer is responsible for developing and maintaining high-quality data reporting, dashboards, and analytical tools that support performance management, statutory reporting, and service improvement across the organisation.

The role will design, build, and maintain data pipelines and reporting solutions using SQL, APIs, and ETL processes to ensure accurate, consistent, and accessible data is available through a centralised data warehouse and BI platforms such as Power BI.

The post holder will work closely with service areas and senior stakeholders to translate business requirements into technical reporting solutions that support decision-making, regulatory compliance, and continuous improvement.

Key Responsibilities
  • Analyse reporting requirements from internal stakeholders and service areas.
  • Design, develop, and maintain automated data pipelines using ETL processes.
  • Extract, transform, and load data from multiple systems using SQL and APIs into a central data warehouse.
  • Develop and maintain reports and dashboards using Power BI and SSRS.
  • Design data models that support self-service reporting and large-scale analysis.
  • Improve and automate existing reporting processes to increase efficiency and accuracy.
Performance & Statutory Reporting
  • Produce accurate and timely performance reports for internal management, regulators, and external inspection bodies.
  • Support statutory returns and compliance reporting requirements.
  • Ensure data meets legal, governance, and audit standards including GDPR and data protection requirements.
  • Maintain documentation for reporting definitions, logic, and data sources.
Data Analysis & Insight
  • Analyse complex datasets to identify trends, issues, and opportunities for service improvement.
  • Provide insight into service performance and customer needs.
  • Support needs assessments and equality monitoring by providing robust data analysis.
  • Contribute to evidence-based decision-making across service areas.
Stakeholder Engagement & Support
  • Work with managers and service teams to understand reporting needs and translate them into technical solutions.
  • Provide technical advice on data feasibility and reporting solutions.
  • Present data and insights in a clear and accessible format for non-technical audiences.
  • Support colleagues in using data and dashboards effectively.
Systems, Processes & Improvement
  • Continuously improve data quality, reporting structures, and analytical processes.
  • Ensure version control, documentation, and governance of reporting solutions.
  • Contribute to the development of a 'self-service' reporting environment.
  • Identify opportunities to streamline and automate reporting across the organisation.
Leadership & Collaboration
  • Support and mentor data analysts and junior team members where required.
  • Work collaboratively across departments to promote a 'One Council' approach.

Person SpecificationEssential Skills & Experience
  • Strong experience in SQL (including T-SQL, stored procedures, and CTEs).
  • Experience developing dashboards and reports in Power BI.
  • Experience working with data quality issues and data validation.
  • Understanding of data warehouse concepts and ETL processes.
  • Ability to interpret business requirements and translate them into technical solutions.
  • Experience producing performance or management reports.
Desirable Skills
  • Experience with Python for data processing or automation.
  • Experience with SSRS reporting.
  • Knowledge of Power Platform (PowerApps, Power Automate, SharePoint).
  • Familiarity with local government systems (e.g. Liquidlogic).
  • Understanding of APIs and system integration.
  • Experience working in a regulated or public sector environment.
