We’re looking for an experienced local government digital transformation project manager, to lead on technology transformation projects.

Pay rate up to £600 depending on experience and skills – INSIDE IR35.

The Project Manager is responsible for managing and delivering complex and multiple projects simultaneously across Technology & Digital Services. This includes planning, mobilisation, implementation, transition to live and management of project resources. The post holder will manage a range of projects supporting the organisation.

The post holder will ensure that projects are delivered within financial, quality and scope constraints and they are also responsible for project reporting and the production of all project-related artefacts. They will support complex, systems and organisational redesign projects and lead on and contribute to multi-disciplinary and multiple project teams to deliver organisational and cultural change across the council. The post holder reports to the Senior Project Manager in Technology Transformation and will work closely with all areas of the organisation.

Responsibilities

  • Responsible for planning, managing, co-ordinating and reporting on activities to implement one or more projects from proposal to initiation to delivery including the transition into “business-as-usual”.
  • Ensuring that projects are managed to realise business benefits.
  • Managing the IT element of business wide projects.
  • Managing project budgets in accordance with the Council’s financial procedures and standing orders.
  • Ensuring that projects are delivered to scope, within budget and to agreed timeframes, prioritising the work that needs to be done against the capacity and capability.
  • Managing dependencies across their projects.
  • Reporting regularly on project status, risks, issues and expenditure.
  • Developing and coordinating the creation and definition of the portfolio, programme and project management processes, procedures, tools, reporting and techniques.
  • Working with multidisciplinary teams of stakeholders from a variety of business areas.
  • Working with project sponsors to ensure they are informed around project progress, risks and issues.

Knowledge & Educational Qualifications

  • Awareness of issues facing local government, especially in relation to service redesign, savings and service delivery.
  • Knowledge of transformation, service redesign, process mapping, business analysis and service improvement models.
  • Planning, organisation and resource management.
  • Risk, issue and budget management.
  • Prince2/ Agile methodologies.

Experience

  • Extensive experience in managing multiple IT projects within a large organisation.
  • Team and resource management, including matrix management.
  • Working in a large, multi-functional organisation.
  • Ensuring that appropriate project management standards and procedures are followed.
  • Motivating project teams to deliver excellent services in all circumstances.
  • Management of costs within budget.
  • Communicating with stakeholders and facilitating analysis workshops.
  • Project delivery using multiple delivery methods; e.g. Waterfall, Agile.

  • Influences organisation, customers, suppliers, partners and peers on the contribution of own specialism.
  • Builds appropriate and effective business relationships.
  • Makes decisions which impact the success of assigned projects i.e. results, deadlines and budget.
