Powys County Council is looking to recruit three enthusiastic, self‑motivated and creative individuals to lead and manage the Adult Services Transformation programme(s) across Powys.
About the role
The role includes coordinating delivery of the strategic transformation projects and activities across Adult Services. It involves programme management of a range of projects including business change and benefits realisation; ensuring that, through the work of the service, projects produce the required deliverables within the defined quality, time and cost constraints and deliver full realisation of the benefits defined in their business cases. Where appropriate and required, securing resources for the programme through formal bid processes and advocacy at executive management level; and forming the senior point of contact between programme board, the service and project management staff. The post holder will have primary responsibility for successful delivery of the new capabilities and establishing governance to engender change, providing and/or supporting the production of plans, documentation and guidance for teams throughout the project lifecycle. To communicate and raise awareness of the Social Services transformation programme.
About you
You are an experienced programme and project manager who can work independently in a professional, collaborative and creative way. Experience or knowledge of the work of Adult Services would be desirable but is not essential. The post holder will work as part of the Adult Services management team, reporting to the Director of Social Services and Wellbeing. This role requires organising your own work with minimum supervision, working closely with other individuals across Social Services and partners such as Powys Teaching Health Board and the 3rd sector. You must have the ability to work flexibly and collaboratively across structural boundaries to support key outcomes. You will be expected to think creatively, challenge norms, and constructively challenge those around you, including those more senior, to ensure continuous improvement and inspire the same in colleagues.
What you will do
- Manage the day‑to‑day relationships and performance to ensure a high‑quality service and best value for money.
- Work closely with all Heads of Service, Senior Managers, and relevant project teams to ensure appropriate delegation and alignment of resources to support benefits realisation.
- Act as a role model for the Council’s vision and values, encouraging others.
- Promote a programme and project management ethos and ensure accountabilities up, down and across the organisation and other public service partners are delivered.
- Prepare, manage and oversee associated programme, project and performance reporting.
Your responsibilities will be:
- Lead, be responsible for, and provide expert skills in the planning and design of strategic programmes including risk and benefit definition, and the underlying portfolio of projects.
- Proactively monitor and report the programme’s overall progress, resolving issues and initiating corrective action as appropriate.
- Lead on project governance, establishing and implementing the mechanisms by which benefits can be realised and measured and ensuring clear stakeholder engagement and co‑production where appropriate.
- Ensure the integrity of the programme, focusing on internal consistency and coherence with corporate and inter‑agency planning and technical standards.
- Manage the programme’s budget, monitoring expenditure and ensuring resources are funded appropriately.
- Facilitate the appointment of individuals to the project delivery teams to maximise resource efficiency.
- Manage communications and active engagement with stakeholders to deliver the programme.
- Report progress to Board and management teams, initiating additional activities or interventions where gaps are identified.
- Lead on internal and external communications to raise awareness of the programme and its successes.

Experience
Essential- Demonstrable experience of successfully managing and delivering complex programmes or projects of change.
- Financial management and monitoring experience, including budget planning and tracking.
- Proven experience in programme/project management.
- Experience of supporting service redesign in operational services.
- Experience of developing effective networks and strong relationships with stakeholders.
- Proven experience of monitoring and evaluating services and performance in line with appropriate policies and frameworks.
- Multi‑agency collaborative/partnership working with highly complex, multi‑stranded business cases.
- Experience working with Social Care.
- Experienced people manager, including familiarity with recruitment and employment processes.
- Excellent knowledge and application of programme and project management approaches e.g. MSP, Agile etc.
- Demonstrable knowledge of change and transformation management, risk management, escalation processes, communication strategies and reporting.
- Understanding of the importance of co‑production and involving service users, carers and citizens in decision making.
- Strong understanding of public sector organisations, notably National and Local Government ways of working with strategy, policy and operational services.
- Knowledge of innovation and transformation work in social care around technology and digital developments.
- Degree or equivalent professional related qualification or experience.
- Evidence of continuous personal and professional development in leadership and management.
- Recognised Programme or Project Management Qualification (e.g. MSP, Agile) or demonstrable equivalent experience.
- Level 5 Management or Leadership qualification.
- Demonstrates leadership qualities encouraging commitment from others.
- Proactive, takes initiative, adaptable and resilient with a flexible approach to a rapidly changing environment.
- Demonstrates commitment to Powys’ Values.
