Job Purpose
To lead, coordinate and manage the work of the Committee Services Team, ensuring the effective, efficient and customer-focused delivery of high-quality democratic and administrative support to the Council’s decision-making and scrutiny structures. The postholder will ensure transparency, good governance, and full compliance with statutory and constitutional requirements, while driving continuous service improvement.

Key Responsibilities

  • Committee and Decision-Making Support
    Personally support meetings of Council and Cabinet. Ensure effective servicing of committees, panels, boards, and working groups. Oversee the accurate preparation, coordination, and publication of agendas, reports, and minutes. Ensure all decision-making processes are lawful and compliant with the Council’s Constitution.
  • Governance and Constitutional Compliance
    Advise officers on the Scheme of Delegations and decision-making processes. Ensure all decisions are made in accordance with law and constitutional requirements. Support the Monitoring Officer in maintaining good governance standards. Maintain and review key governance registers, including Gifts and Hospitality.
  • Member and Democratic Support
    Work proactively with elected Members to support their roles and effectiveness. Support Member development and capacity-building in line with good governance principles. Contribute to the development and maintenance of the Members’ Intranet and democratic information systems. Support reviews such as Members’ Allowances as required.
  • Service Leadership and Management
    Plan, organise, and direct the strategic delivery of committee services. Ensure the service meets the Council’s democratic and statutory requirements. Lead continuous improvement initiatives to enhance efficiency and customer service. Manage workload allocation across the Committee Services Team.
  • Partnership and Corporate Working
    Support a range of internal and external meetings, including partnerships and working groups. Work collaboratively with senior officers, legal services, and governance colleagues. Provide expert democratic services input into corporate projects and initiatives.
