Main Purpose of the Post
To provide professional, proactive HR support to the organisation during a period of increased project activity. The role will ensure continuity of day‑to‑day HR operations, supporting managers across a wide range of people matters while contributing to the effective delivery of recruitment, employee relations advice, and HR reporting.
Recruitment and Selection
- Provide advice and guidance to managers on the end‑to‑end recruitment process, ensuring compliance with Council procedures and best practice.
- Ensure all recruitment activity is conducted in accordance with employment law and is compliant with equality, safeguarding and data protection obligations, promoting fair and non‑discriminatory selection practices.
- Coordinate and facilitate recruitment activity, including advertising, shortlisting support and interview processes.
- Monitor recruitment activity and provide updates to hiring managers, identifying risks or delays.
- Ensure all recruitment activity is compliant with equality, safeguarding and data protection requirements.
Contracts of Employment and Conditions of Service
- Advise managers on contractual terms and conditions, including local and national agreements, ensuring compliance with employment legislation.
- Prepare, issue and maintain contracts of employment and new starter documentation accurately and in a timely manner.
- Process and implement contractual changes, ensuring accuracy, compliance and alignment with payroll deadlines.
- Maintain accurate and up‑to‑date contractual records within HR systems in line with data protection requirements.
Workforce Data, Reporting and Analysis
- Produce regular and ad hoc HR reports (e.g. absence, casework trends, workforce metrics).
- Present data clearly and effectively to managers and senior stakeholders.
- Ensure data accuracy, integrity and compliance with data protection requirements.
- Support data cleansing, validation and preparation activities to ensure high‑quality data for system implementation and organisational change planning.
Systems and SharePoint
- Maintain and manage HR documentation within SharePoint and HR systems, ensuring accuracy, version control and accessibility.
- Support consistent document governance and structured record keeping in line with data protection and audit requirements.
- Contribute to data preparation, migration and system readiness activities linked to the HR and Payroll system implementation (PSP).
- Use digital systems (e.g. SharePoint, Excel, HR systems) to manage, track and report on HR activity and workforce data.
General Responsibilities

- Ensure compliance with employment legislation, Council policies and procedures.

Knowledge and Experience
- Up to date working knowledge of employment law and HR best practice.
- Experience of advising on contracts of employment and conditions of service.
- Experience of producing and analysing statistical/HR data reports.
- Experience of using SharePoint or similar document management systems.
- Experience of advising managers in a professional environment.
- CIPD qualification or commensurate experience.
