Role Overview

We are seeking an experienced Workstream Lead – People & Organisation to lead the people and organisational change aspects of a major Procurement and Contract Management Transformation Programme within a local authority.

This is a senior transformation role responsible for designing and implementing the people strategy that supports the Council’s transition to a new hub-led, category-based procurement operating model.

You will work closely with HR, programme teams, senior leaders, managers and trade unions to deliver organisational design, workforce transition, employee engagement and change management activities that ensure successful adoption of the new operating model.

The successful candidate will have significant experience delivering complex organisational change programmes within large public sector organisations, with a strong background in organisational design, workforce transformation and employee relations.

Key Responsibilities

  • Lead the People & Organisation workstream within the Procurement and Contract Management Transformation Programme.
  • Design and implement organisational structures that support the future target operating model.
  • Develop workforce planning and resource models aligned to business requirements.
  • Lead workforce transition activities, including restructures, consultation and staff realignment.
  • Manage engagement with HR, Trade Unions, employee representatives and senior stakeholders throughout the transformation programme.
  • Support recruitment and mobilisation of new roles required within the future operating model.
  • Develop and deliver change management strategies to maximise employee engagement and adoption.
  • Produce workforce impact assessments, organisational readiness assessments and transition plans.
  • Develop communication and engagement plans to support organisational change.
  • Establish clear roles, responsibilities and accountabilities across procurement and service teams.
  • Develop capability frameworks, competency models and learning pathways to build commercial and procurement capability.
  • Promote a high-performance culture focused on collaboration, accountability and value for money.
  • Ensure new organisational structures and ways of working are successfully embedded into business-as-usual operations.
  • Provide expert advice and assurance to programme boards, senior leadership teams and key stakeholders throughout programme delivery.

Essential Experience

Candidates must demonstrate

  • Significant experience leading large-scale organisational change and workforce transformation programmes.
  • Experience delivering organisational design and target operating model (TOM) implementations.
  • Strong background in workforce planning, organisational restructuring and workforce transition.
  • Experience managing consultation processes, employee relations matters and Trade Union engagement.
  • Proven ability to develop workforce impact assessments and organisational readiness plans.
  • Experience supporting recruitment, mobilisation and implementation of new organisational structures.
  • Strong knowledge of change management methodologies and organisational change best practice.
  • Experience developing competency frameworks, capability models and learning and development strategies.
  • Experience working closely with senior leaders, HR teams and transformation programmes.
  • Excellent stakeholder engagement, communication and influencing skills. Experience working within Local Government or another large, complex public sector organisation.
